| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 120.001, Local Government Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | Sec. 120.001. APPLICABILITY. This chapter applies only to |
|---|
| 14 | 14 | | a county with a population of more than 750,000 [one million]. |
|---|
| 15 | 15 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 16 | 16 | | to a county budget adopted for a fiscal year beginning on or after |
|---|
| 17 | 17 | | the effective date of this Act. A county budget adopted for a |
|---|
| 18 | 18 | | fiscal year beginning before the effective date of this Act is |
|---|
| 19 | 19 | | governed by the law in effect on the date the budget was adopted, |
|---|
| 20 | 20 | | and that law is continued in effect for that purpose. |
|---|
| 21 | 21 | | SECTION 3. This Act takes effect September 1, 2023. |
