8 | 8 | | and Community Affairs of a homeless housing and services program |

9 | 9 | | for youth and young adults. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Subchapter K, Chapter 2306, Government Code, is |
---|
12 | 12 | | amended by adding Section 2306.2586 to read as follows: |
---|
13 | 13 | | Sec. 2306.2586. YOUTH AND YOUNG ADULT HOMELESS HOUSING AND |
---|
14 | 14 | | SERVICES PROGRAM. (a) In this section, "young adult" means an |
---|
15 | 15 | | individual who is 18 years of age or older but younger than 26 years |
---|
16 | 16 | | of age. |
---|
17 | 17 | | (b) The department may administer a youth and young adult |
---|
18 | 18 | | homeless housing and services grant program to: |
---|
19 | 19 | | (1) provide for the construction, development, or |
---|
20 | 20 | | procurement of housing for youth and young adults experiencing |
---|
21 | 21 | | homelessness; |
---|
22 | 22 | | (2) provide financial assistance to local providers of |
---|
23 | 23 | | programs and services to prevent and eliminate homelessness; and |
---|
24 | 24 | | (3) increase access to safe housing and services for |
---|
25 | 25 | | youth and young adults across this state. |
---|
26 | 26 | | (c) The department may adopt rules to govern the program's |
---|
27 | 27 | | administration, including rules: |
---|
28 | 28 | | (1) providing for the allocation of any available |
---|
29 | 29 | | money for the program; and |
---|
30 | 30 | | (2) prescribing detailed guidelines on the scope of |
---|
31 | 31 | | the program. |
---|
32 | 32 | | (d) The department may use any available money to administer |
---|
33 | 33 | | the program, including legislative appropriations, appropriation |
---|
34 | 34 | | transfers from the trusteed programs within the office of the |
---|
35 | 35 | | governor, available federal money, and any other statutorily |
---|
36 | 36 | | authorized and appropriate funding sources. |
---|
37 | 37 | | SECTION 2. This Act takes effect September 1, 2023. |
