55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the administration by the Texas Department of Housing
88 and Community Affairs of a homeless housing and services program
99 for youth and young adults.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter K, Chapter 2306, Government Code, is
1212 amended by adding Section 2306.2586 to read as follows:
1313 Sec. 2306.2586. YOUTH AND YOUNG ADULT HOMELESS HOUSING AND
1414 SERVICES PROGRAM. (a) In this section, "young adult" means an
1515 individual who is 18 years of age or older but younger than 26 years
1616 of age.
1717 (b) The department may administer a youth and young adult
1818 homeless housing and services grant program to:
1919 (1) provide for the construction, development, or
2020 procurement of housing for youth and young adults experiencing
2121 homelessness;
2222 (2) provide financial assistance to local providers of
2323 programs and services to prevent and eliminate homelessness; and
2424 (3) increase access to safe housing and services for
2525 youth and young adults across this state.
2626 (c) The department may adopt rules to govern the program's
2727 administration, including rules:
2828 (1) providing for the allocation of any available
2929 money for the program; and
3030 (2) prescribing detailed guidelines on the scope of
3131 the program.
3232 (d) The department may use any available money to administer
3333 the program, including legislative appropriations, appropriation
3434 transfers from the trusteed programs within the office of the
3535 governor, available federal money, and any other statutorily
3636 authorized and appropriate funding sources.
3737 SECTION 2. This Act takes effect September 1, 2023.
