88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 16.017(b), Water Code, is amended to
1010 read as follows:
1111 (b) The executive administrator shall operate as part of the
1212 Texas Geographic Information Office [Natural Resources Information
1313 System] a strategic mapping program to acquire, store, and
1414 distribute digital, geospatial information.
1515 SECTION 2. The heading to Section 16.021, Water Code, is
1616 amended to read as follows:
1717 Sec. 16.021. TEXAS GEOGRAPHIC INFORMATION OFFICE [NATURAL
1818 RESOURCES INFORMATION SYSTEM].
1919 SECTION 3. Sections 16.021(a), (b), (c), and (e), Water
2020 Code, are amended to read as follows:
2121 (a) The executive administrator shall establish the Texas
2222 Geographic Information Office [Natural Resources Information
2323 System (TNRIS)] to serve Texas agencies and citizens as a
2424 centralized clearinghouse and referral center for:
2525 (1) natural resource data;
2626 (2) census data;
2727 (3) data related to emergency management; and
2828 (4) other socioeconomic data.
2929 (b) The executive administrator may, on behalf of the Texas
3030 Geographic Information Office [TNRIS], enter into partnerships
3131 with private entities to provide additional funding for improved
3232 access to Texas Geographic Information Office [TNRIS] information.
3333 The board shall adopt administrative rules to describe the process
3434 of establishing partnerships, define the types of partnerships that
3535 may be formed, establish the fee collection process, and define the
3636 nondiscriminatory methods used to determine which private entities
3737 may enter into partnerships. Any process developed by the board
3838 must comply with all applicable laws regarding ethics, purchasing,
3939 and contracts.
4040 (c) The executive administrator shall designate the deputy
4141 executive administrator [director] of the Texas Geographic
4242 Information Office [Natural Resources Information System] to serve
4343 as the state geographic information officer. The state geographic
4444 information officer shall:
4545 (1) coordinate the acquisition and use of
4646 high-priority imagery and data sets;
4747 (2) establish, support, and disseminate authoritative
4848 statewide geographic data sets;
4949 (3) support geographic data needs of emergency
5050 management responders during emergencies;
5151 (4) monitor trends in geographic information
5252 technology; and
5353 (5) support public access to state geographic data and
5454 resources.
5555 (e) The executive administrator shall:
5656 (1) further develop the Texas Geographic Information
5757 Office [Natural Resources Information System] by promoting and
5858 providing for effective acquisition, archiving, documentation,
5959 indexing, and dissemination of natural resource and related digital
6060 and nondigital data and information;
6161 (2) obtain information in response to disagreements
6262 regarding names and name spellings for natural and cultural
6363 features in the state and provide this information to the Board on
6464 Geographic Names of the United States Department of the Interior;
6565 (3) make recommendations to the Board on Geographic
6666 Names of the United States Department of the Interior for naming any
6767 natural or cultural feature subject to the limitations provided by
6868 Subsection (f);
6969 (4) make recommendations to the Department of
7070 Information Resources to adopt and promote standards that
7171 facilitate sharing of digital natural resource data and related
7272 socioeconomic data among federal, state, and local governments and
7373 other interested parties;
7474 (5) acquire and disseminate natural resource and
7575 related socioeconomic data describing the Texas-Mexico border
7676 region; and
7777 (6) coordinate, conduct, and facilitate the
7878 development, maintenance, and use of mutually compatible statewide
7979 digital base maps depicting natural resources and man-made
8080 features.
8181 SECTION 4. Section 16.023(b), Water Code, is amended to
8282 read as follows:
8383 (b) The account may be appropriated only to the board to:
8484 (1) develop, administer, and implement the strategic
8585 mapping program;
8686 (2) provide grants to political subdivisions for
8787 projects related to the development, use, and dissemination of
8888 digital, geospatial information; and
8989 (3) administer, implement, and operate other programs
9090 of the Texas Geographic Information Office [Natural Resources
9191 Information System], including:
9292 (A) the operation of a Texas-Mexico border region
9393 information center for the purpose of implementing Section
9494 16.021(e)(5);
9595 (B) the acquisition, storage, and distribution
9696 of historical maps, photographs, and paper map products;
9797 (C) the maintenance and enhancement of
9898 information technology; and
9999 (D) the production, storage, and distribution of
100100 other digital base maps, as determined by the executive
101101 administrator.
102102 SECTION 5. This Act takes effect September 1, 2023.
