| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter B, Chapter 11, Alcoholic Beverage |
|---|
| 10 | 10 | | Code, is amended by adding Section 11.341 to read as follows: |
|---|
| 11 | 11 | | Sec. 11.341. REQUIRED SECURITY PLAN. (a) An application |
|---|
| 12 | 12 | | for an original or renewal permit authorizing the sale of alcoholic |
|---|
| 13 | 13 | | beverages for on-premises consumption must include a security plan. |
|---|
| 14 | 14 | | (b) The security plan must include information regarding: |
|---|
| 15 | 15 | | (1) the type and location of cameras installed on the |
|---|
| 16 | 16 | | premises; |
|---|
| 17 | 17 | | (2) an emergency evacuation plan; |
|---|
| 18 | 18 | | (3) on-site security personnel, including the use of |
|---|
| 19 | 19 | | security guards or a licensed security service; and |
|---|
| 20 | 20 | | (4) any other information the commission determines |
|---|
| 21 | 21 | | necessary. |
|---|
| 22 | 22 | | (c) The commission shall adopt rules to implement this |
|---|
| 23 | 23 | | section, including rules requiring the applicant or permit holder |
|---|
| 24 | 24 | | to notify the commission of any updates or changes to the |
|---|
| 25 | 25 | | applicant's or permit holder's security plan. |
|---|
| 26 | 26 | | SECTION 2. Section 11.341, Alcoholic Beverage Code, as |
|---|
| 27 | 27 | | added by this Act, applies to an application for an alcoholic |
|---|
| 28 | 28 | | beverage permit filed on or after the effective date of this Act. |
|---|
| 29 | 29 | | An application for an alcoholic beverage permit filed before the |
|---|
| 30 | 30 | | effective date of this Act is governed by the law in effect on the |
|---|
| 31 | 31 | | date the application is filed, and the former law is continued in |
|---|
| 32 | 32 | | effect for that purpose. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2023. |
