 A BILL TO BE ENTITLED
 AN ACT
 relating to requiring a security plan for certain alcoholic
 beverage permit applications.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 11, Alcoholic Beverage
 Code, is amended by adding Section 11.341 to read as follows:
 Sec. 11.341.  REQUIRED SECURITY PLAN. (a) An application
 for an original or renewal permit authorizing the sale of alcoholic
 beverages for on-premises consumption must include a security plan.
 (b)  The security plan must include information regarding:
 (1)  the type and location of cameras installed on the
 premises;
 (2)  an emergency evacuation plan;
 (3)  on-site security personnel, including the use of
 security guards or a licensed security service; and
 (4)  any other information the commission determines
 necessary.
 (c)  The commission shall adopt rules to implement this
 section, including rules requiring the applicant or permit holder
 to notify the commission of any updates or changes to the
 applicant's or permit holder's security plan.
 SECTION 2.  Section 11.341, Alcoholic Beverage Code, as
 added by this Act, applies to an application for an alcoholic
 beverage permit filed on or after the effective date of this Act.
 An application for an alcoholic beverage permit filed before the
 effective date of this Act is governed by the law in effect on the
 date the application is filed, and the former law is continued in
 effect for that purpose.
 SECTION 3.  This Act takes effect September 1, 2023.
