 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority to arrest a person without a warrant.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  This Act may be cited as the Citizens' Civil
 Liberties Act.
 SECTION 2.  Article 14.01, Code of Criminal Procedure, is
 amended to read as follows:
 Art. 14.01.  OFFENSE WITHIN VIEW. (a)  A person who is a
 commissioned or noncommissioned security officer licensed under
 Chapter 1702, Occupations Code, and is engaged in the performance
 of the person's duties as a security officer [peace officer or any
 other person,] may, without a warrant, arrest an offender when the
 offense is committed in the person's [his] presence or within the
 person's [his] view, if the offense is one classed as a felony or as
 an offense against the public peace.
 (b)  A peace officer may arrest an offender without a warrant
 for any offense committed in the peace officer's [his] presence or
 within the peace officer's [his] view.
 SECTION 3.  This Act takes effect September 1, 2023.
