55 AN ACT
66 relating to including digital teaching in the micro-credential
77 certification program for public school educator continuing
88 education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 21.054, Education Code, is amended by
1111 amending Subsections (a) and (i) and adding Subsection (i-1) to
1212 read as follows:
1313 (a) The board shall propose rules establishing a process for
1414 identifying continuing education courses and programs that fulfill
1515 educators' continuing education requirements, including
1616 opportunities for educators to receive micro-credentials, as
1717 provided by Subsection (i), in:
1818 (1) fields of study related to the educator's
1919 certification class; or
2020 (2) digital teaching [as provided by Subsection (i)].
2121 (i) The board shall propose rules establishing a program to
2222 issue micro-credentials in fields of study related to an educator's
2323 certification class or in digital teaching. The agency shall
2424 approve continuing education providers to offer micro-credential
2525 courses. A micro-credential received by an educator shall be
2626 recorded on the agency's Educator Certification Online System
2727 (ECOS) and included as part of the educator's public certification
2828 records.
2929 (i-1) In proposing rules under Subsection (i) for
3030 micro-credentials related to digital teaching, the board shall
3131 engage relevant stakeholders.
3232 SECTION 2. This Act applies beginning with the 2023-2024
3333 school year.
3434 SECTION 3. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2023.
