| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 21.054, Education Code, is amended by |
|---|
| 11 | 11 | | amending Subsections (a) and (i) and adding Subsection (i-1) to |
|---|
| 12 | 12 | | read as follows: |
|---|
| 13 | 13 | | (a) The board shall propose rules establishing a process for |
|---|
| 14 | 14 | | identifying continuing education courses and programs that fulfill |
|---|
| 15 | 15 | | educators' continuing education requirements, including |
|---|
| 16 | 16 | | opportunities for educators to receive micro-credentials, as |
|---|
| 17 | 17 | | provided by Subsection (i), in: |
|---|
| 18 | 18 | | (1) fields of study related to the educator's |
|---|
| 19 | 19 | | certification class; or |
|---|
| 20 | 20 | | (2) digital teaching [as provided by Subsection (i)]. |
|---|
| 21 | 21 | | (i) The board shall propose rules establishing a program to |
|---|
| 22 | 22 | | issue micro-credentials in fields of study related to an educator's |
|---|
| 23 | 23 | | certification class or in digital teaching. The agency shall |
|---|
| 24 | 24 | | approve continuing education providers to offer micro-credential |
|---|
| 25 | 25 | | courses. A micro-credential received by an educator shall be |
|---|
| 26 | 26 | | recorded on the agency's Educator Certification Online System |
|---|
| 27 | 27 | | (ECOS) and included as part of the educator's public certification |
|---|
| 28 | 28 | | records. |
|---|
| 29 | 29 | | (i-1) In proposing rules under Subsection (i) for |
|---|
| 30 | 30 | | micro-credentials related to digital teaching, the board shall |
|---|
| 31 | 31 | | engage relevant stakeholders. |
|---|
| 32 | 32 | | SECTION 2. This Act applies beginning with the 2023-2024 |
|---|
| 33 | 33 | | school year. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2023. |
