 A BILL TO BE ENTITLED
 AN ACT
 relating to the terms and qualifications of members on the
 Intellectual and Developmental Disability System Redesign Advisory
 Committee.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 534.053, Government Code, is amended by
 amending Subsection (b) and adding Subsection (b-1) to read as
 follows:
 (b)  To the greatest extent possible, the executive
 commissioner shall appoint members of the advisory committee who:
 (1)  reflect the geographic diversity of the state and
 include members who represent rural Medicaid recipients; and
 (2)  will ensure the continuity in and effective
 fulfillment of the advisory committee's advisory responsibility.
 (b-1)  A member of the advisory committee serves a four-year
 term and may be reappointed.
 SECTION 2.  As soon as practicable after the effective date
 of this Act, the executive commissioner of the Health and Human
 Services Commission shall adopt rules necessary to implement
 Section 534.053, Government Code, as amended by this Act.
 SECTION 3.  Section 534.053(b-1), Government Code, as added
 by this Act, applies to a member of the Intellectual and
 Developmental Disability System Redesign Advisory Committee,
 regardless of when the member was appointed.  For purposes of that
 section, the term of a member appointed to the advisory committee
 before the effective date of this Act begins on the effective date
 of this Act or the date designated by the executive commissioner of
 the Health and Human Services Commission as the executive
 commissioner determines necessary to effectuate staggered terms.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2023.
