56 WHEREAS, Dr. Stephanie Howard began her new position as
67 superintendent of the Midland Independent School District on
78 January 3, 2023; and
89 WHEREAS, Over the course of her exemplary 28-year career in
910 education, Dr. Howard has distinguished herself as a teacher,
1011 coach, instructional services director, assistant principal, and
1112 principal; in 2013, she moved into district administration and
1213 became the executive director for curriculum and instruction for
1314 Ector County ISD, where she oversaw the curriculum and instruction
1415 components for district students in pre-K through 12th grade and
1516 supervised 38 instructional coaches; she went on to serve as
1617 superintendent of Plains ISD before returning to Ector County ISD
1718 in 2018 as deputy superintendent; she was appointed superintendent
1819 of Crane ISD in 2021, and under her able leadership, the district's
1920 accountability rating from the Texas Education Agency improved from
2021 a "D" in 2019 to a "B" in 2022; and
2122 WHEREAS, In recognition of her many accomplishments,
2223 Dr. Howard was named High School Principal of the Year and High
2324 School Assistant Principal of the Year for Region 18 by the Texas
2425 Association of Secondary School Principals, and she received a
2526 Midland Classroom Teachers Association Administrator of the Year
2627 award and a PTA life membership award; and
2728 WHEREAS, Dr. Howard earned her bachelor's degree from Angelo
2829 State University, her master's degree from The University of Texas
2930 Permian Basin, and her doctorate from The University of Texas at San
3031 Antonio; she also holds both a principal certification and a
3132 superintendent certification from the State of Texas, and prior to
3233 joining district administration, she served on the board of
3334 directors for the Texas Association of Secondary School Principals
3435 for eight years; and
3536 WHEREAS, Throughout her career, Stephanie Howard has upheld
3637 the highest standards of her profession, and she is sure to bring to
3738 her new position equal commitment and energy; now, therefore, be it
3839 RESOLVED, That the 88th Legislature of the State of Texas
3940 hereby congratulate Dr. Stephanie Howard on her appointment as
4041 superintendent of the Midland Independent School District and
4142 extend to her sincere best wishes for a successful tenure; and, be
4243 it further
4344 RESOLVED, That an official copy of this resolution be
4445 prepared for Dr. Howard as an expression of high regard by the Texas
4546 House of Representatives and Senate.
