No. 111 CONCURRENT RESOLUTION WHEREAS, Superintendent Claire Bugen has greatly benefited the Texas School for the Deaf through nearly five decades of exemplary service; and WHEREAS, Hired by the school as a substitute teacher in 1975, Ms. Bugen went on to serve as principal, director of education, assistant superintendent, and superintendent; she has led TSD with tremendous skill and dedication for a quarter century, building a reputation for excellence through innovation, strategic planning, and the fostering of strong community relationships; and WHEREAS, Ms. Bugen has been a steadfast advocate for a comprehensive, language-rich curriculum that integrates American Sign Language and English language development; moreover, she has promoted inclusion and accessibility for deaf and hard-of-hearing students by incorporating new technologies and strategies; her tenure has brought the expansion of Career Technical Education dual credit programs and summer programs, as well as technical assistance to families and districts across the state; and WHEREAS, Deeply committed to her profession, Ms. Bugen is a trustee of Gallaudet University, and throughout her career, she has given generously of her time and expertise to a number of notable organizations; she is a member of the Conference of Educational Administrators of Schools and Programs for the Deaf and chairs its Accreditation of Schools Committee; in addition, she has served as president and secretary of the Convention of American Instructors of the Deaf, and she was instrumental in the development of the National Agenda for the Education of Deaf Students; and WHEREAS, Ms. Bugen holds a bachelor's degree in education of the deaf from MacMurray College, a master's degree in special education/learning disabilities from the University of Missouri, and an educational administration certificate from Texas State University; among numerous accolades, she has received the Outstanding Women in Texas Government Award and the CEASD Robert R. Davila Award of Merit for contributions to the field of deafness; and WHEREAS, Over the course of her career, Claire Bugen has worked tirelessly to advance the quality of deaf education, and her dynamic leadership has made TSD a national model of excellence; now, therefore, be it RESOLVED, That the 88th Legislature of the State of Texas hereby honor Claire Bugen for her 25 years of service as superintendent of the Texas School for the Deaf and extend to her sincere best wishes as she embarks on the next exciting chapter of her life; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Bugen as an expression of high regard by the Texas House of Representatives and Senate.
