11 | 12 | | tremendous skill and dedication for a quarter century, building a |

12 | 13 | | reputation for excellence through innovation, strategic planning, |
---|
13 | 14 | | and the fostering of strong community relationships; and |

14 | 15 | | WHEREAS, Ms. Bugen has been a steadfast advocate for a |
---|
15 | 16 | | comprehensive, language-rich curriculum that integrates American |
---|
16 | 17 | | Sign Language and English language development; moreover, she has |
---|
17 | 18 | | promoted inclusion and accessibility for deaf and hard-of-hearing |
---|
18 | 19 | | students by incorporating new technologies and strategies; her |
---|
19 | 20 | | tenure has brought the expansion of Career Technical Education dual |
---|
20 | 21 | | credit programs and summer programs, as well as technical |
---|
21 | 22 | | assistance to families and districts across the state; and |

22 | 23 | | WHEREAS, Deeply committed to her profession, Ms. Bugen is a |

23 | 24 | | trustee of Gallaudet University, and throughout her career, she has |
---|
24 | 25 | | given generously of her time and expertise to a number of notable |
---|
25 | 26 | | organizations; she is a member of the Conference of Educational |
---|
26 | 27 | | Administrators of Schools and Programs for the Deaf and chairs its |
---|
27 | 28 | | Accreditation of Schools Committee; in addition, she has served as |
---|
28 | 29 | | president and secretary of the Convention of American Instructors |
---|
29 | 30 | | of the Deaf, and she was instrumental in the development of the |
---|
30 | 31 | | National Agenda for the Education of Deaf Students; and |

31 | 32 | | WHEREAS, Ms. Bugen holds a bachelor's degree in education of |

32 | 33 | | the deaf from MacMurray College, a master's degree in special |
---|
33 | 34 | | education/learning disabilities from the University of Missouri, |
---|
34 | 35 | | and an educational administration certificate from Texas State |
---|
35 | 36 | | University; among numerous accolades, she has received the |

36 | 37 | | Outstanding Women in Texas Government Award and the CEASD Robert R. |
---|
37 | 38 | | Davila Award of Merit for contributions to the field of deafness; |

39 | 40 | | WHEREAS, Over the course of her career, Claire Bugen has |

40 | 41 | | worked tirelessly to advance the quality of deaf education, and her |

41 | 42 | | dynamic leadership has made TSD a national model of excellence; |

43 | 44 | | RESOLVED, That the 88th Legislature of the State of Texas |

44 | 45 | | hereby honor Claire Bugen for her 25 years of service as |
