56 WHEREAS, Superintendent Claire Bugen has greatly benefited
67 the Texas School for the Deaf through nearly five decades of
78 exemplary service; and
89 WHEREAS, Hired by the school as a substitute teacher in 1975,
910 Ms. Bugen went on to serve as principal, director of education,
1011 assistant superintendent, and superintendent; she has led TSD with
1112 tremendous skill and dedication for a quarter century, building a
1213 reputation for excellence through innovation, strategic planning,
1314 and the fostering of strong community relationships; and
1415 WHEREAS, Ms. Bugen has been a steadfast advocate for a
1516 comprehensive, language-rich curriculum that integrates American
1617 Sign Language and English language development; moreover, she has
1718 promoted inclusion and accessibility for deaf and hard-of-hearing
1819 students by incorporating new technologies and strategies; her
1920 tenure has brought the expansion of Career Technical Education dual
2021 credit programs and summer programs, as well as technical
2122 assistance to families and districts across the state; and
2223 WHEREAS, Deeply committed to her profession, Ms. Bugen is a
2324 trustee of Gallaudet University, and throughout her career, she has
2425 given generously of her time and expertise to a number of notable
2526 organizations; she is a member of the Conference of Educational
2627 Administrators of Schools and Programs for the Deaf and chairs its
2728 Accreditation of Schools Committee; in addition, she has served as
2829 president and secretary of the Convention of American Instructors
2930 of the Deaf, and she was instrumental in the development of the
3031 National Agenda for the Education of Deaf Students; and
3132 WHEREAS, Ms. Bugen holds a bachelor's degree in education of
3233 the deaf from MacMurray College, a master's degree in special
3334 education/learning disabilities from the University of Missouri,
3435 and an educational administration certificate from Texas State
3536 University; among numerous accolades, she has received the
3637 Outstanding Women in Texas Government Award and the CEASD Robert R.
3738 Davila Award of Merit for contributions to the field of deafness;
3839 and
3940 WHEREAS, Over the course of her career, Claire Bugen has
4041 worked tirelessly to advance the quality of deaf education, and her
4142 dynamic leadership has made TSD a national model of excellence;
4243 now, therefore, be it
4344 RESOLVED, That the 88th Legislature of the State of Texas
4445 hereby honor Claire Bugen for her 25 years of service as
4546 superintendent of the Texas School for the Deaf and extend to her
4647 sincere best wishes as she embarks on the next exciting chapter of
4748 her life; and, be it further
4849 RESOLVED, That an official copy of this resolution be
4950 prepared for Ms. Bugen as an expression of high regard by the Texas
5051 House of Representatives and Senate.
