| 11 | 12 | | November 19, 1932; he graduated from Brenham High School and |

| 12 | 13 | | attended Blinn College on a baseball scholarship before earning a |

| 13 | 14 | | bachelor's degree in business administration from The University of |
|---|
| 14 | 15 | | Texas at Austin; as a member of the UT ROTC program, he was |
|---|
| 15 | 16 | | commissioned as a reserve officer in the U.S. Army; he went on to |
|---|
| 16 | 17 | | work in sales and advertising for the Borden Company; and |
|---|
| 17 | 18 | | WHEREAS, Mr. Mutscher was first elected to the Texas House in |

| 18 | 19 | | 1960; a member of numerous committees, he chaired the committees on |

| 19 | 20 | | Claims and Accounts and Congressional and Legislative Districts, |

| 20 | 21 | | and he served as vice chair of Land Use and Environmental Control, |

| 21 | 22 | | Liquor Regulation, and Multiple Use and Pollution of All Waters of |

| 22 | 23 | | Texas; he was also a member of the Legislative Budget Board and |

| 23 | 24 | | Texas Legislative Council; in 1969, he was unanimously elected |

| 36 | 37 | | he was appointed as county judge to fill a vacancy in 1976 and |

| 37 | 38 | | during a tenure that spanned nearly 14 years, he was elected |

| 38 | 39 | | president of the County Judges and Commissioners Association of |

| 39 | 40 | | Texas and of the National Association of Regional Councils; a |

| 40 | 41 | | lifelong member of Grace Lutheran Church, he served as an officer |

| 41 | 42 | | and expressed his faith through charitable endeavors; he was a |

| 42 | 43 | | champion of the Blinn College Foundation and assisted in the |

| 43 | 44 | | establishment of the Blinn College Alumni & Friends Association and |

| 44 | 45 | | Hall of Honor; in 2017, he was honored for his role in founding the |

| 45 | 46 | | Star of the Republic Museum, as well as his efforts in behalf of |

| 47 | 48 | | WHEREAS, Mr. Mutscher was devoted above all to his family, |

| 48 | 49 | | including his two children, Lisa and Gus, and his grandsons, |

| 49 | 50 | | Matthew, William, Cade, and Drew; he loved spending time with them, |

| 50 | 51 | | especially watching Texas Longhorn football and baseball games, and |

| 51 | 52 | | he was always ready to offer encouragement and support; in |

| 52 | 53 | | addition, he loved working on his ranch, and he often drove to |

| 53 | 54 | | Irving to see the Dallas Cowboys play; and |

| 54 | 55 | | WHEREAS, While the death of Gus Mutscher brings great sadness |

| 55 | 56 | | to his family and friends, his accomplishments will continue to |
