108 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
119 SECTION 1. Section 47, Article III, Texas Constitution, is
12- amended by amending Subsection (a) and adding Subsections (f) and
13- (g) to read as follows:

1412 (a) The Legislature shall pass laws prohibiting lotteries

26- 1, 2023;
27- (4) a racetrack that:
28- (A) existed and operated before January 1, 2000;
29- and
30- (B) annually hosted National Association for
31- Stock Car Auto Racing Cup Series events for at least 20 years
32- preceding May 1, 2023; or
33- (5) a designee of an entity described by Subdivisions
34- (1)-(4) of this subsection.
35- (g) A law enacted under Subsection (f) of this section must
36- dedicate to property tax relief at least 98 percent of the net state
37- tax revenue generated from wagering on sports events.
23+ (3) a class 1 racetrack in operation on January 1,
24+ 2023; or
25+ (4) a designee of an entity described by Subdivisions
26+ (1)-(3) of this subsection.
3827 SECTION 2. This proposed constitutional amendment shall be
3928 submitted to the voters at an election to be held November 7, 2023.
4029 The ballot shall be printed to permit voting for or against the
4130 proposition: "The constitutional amendment authorizing the
4231 legislature to legalize wagering in this state on certain sporting
43- events and requiring the legislature to dedicate to property tax
44- relief at least 98 percent of the net state tax revenue generated
45- from the wagering on sporting events."
