55 A JOINT RESOLUTION
66 proposing a constitutional amendment authorizing the legislature
77 to enact laws providing for a court to terminate the sentence of a
88 person who has successfully served the required number of years on
99 parole.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 11(a), Article IV, Texas Constitution,
1212 is amended to read as follows:
1313 (a) The Legislature shall by law establish a Board of
1414 Pardons and Paroles and shall require it to keep record of its
1515 actions and the reasons for its actions. The Legislature shall have
1616 authority to enact parole laws, including laws authorizing a court
1717 to terminate the sentence of a person who has successfully served
1818 the specified number of years on parole required by law, and laws
1919 that require or permit courts to inform juries about the effect of
2020 good conduct time and eligibility for parole or mandatory
2121 supervision on the period of incarceration served by a defendant
2222 convicted of a criminal offense.
2323 SECTION 2. This proposed constitutional amendment shall be
2424 submitted to the voters at an election to be held November 7, 2023.
2525 The ballot shall be printed to permit voting for or against the
2626 proposition: "The constitutional amendment authorizing the
2727 legislature to enact laws providing for a court to terminate the
2828 sentence of a person who has successfully served the required
2929 number of years on parole."
