| 5 | 5 | | WHEREAS, David Downs received the Citizen of the Year award |
|---|
| 6 | 6 | | from the Plano Chamber of Commerce at the annual Best of Plano |
|---|
| 7 | 7 | | awards dinner on November 11, 2022; and |
|---|
| 8 | 8 | | WHEREAS, Each year, the chamber recognizes a Plano citizen |
|---|
| 9 | 9 | | for his or her outstanding efforts in behalf of the Plano community; |
|---|
| 10 | 10 | | and |
|---|
| 11 | 11 | | WHEREAS, A dedicated civil servant, Mr. Downs has previously |
|---|
| 12 | 12 | | served multiple terms on the Plano City Council, and he has held |
|---|
| 13 | 13 | | leadership roles in numerous organizations in the Plano community, |
|---|
| 14 | 14 | | including the Medical City Plano advisory board, the Collin College |
|---|
| 15 | 15 | | Foundation, and the Plano Youth Leadership board, as well as the |
|---|
| 16 | 16 | | City's Planning & Zoning Commission; and |
|---|
| 17 | 17 | | WHEREAS, Mr. Downs holds a bachelor's degree in finance from |
|---|
| 18 | 18 | | the University of Illinois, and he is currently a managing partner |
|---|
| 19 | 19 | | at Downs Fischer Financial; in addition, he is an award-winning |
|---|
| 20 | 20 | | photographer; and |
|---|
| 21 | 21 | | WHEREAS, David Downs has demonstrated a lasting commitment to |
|---|
| 22 | 22 | | making Plano a better place for all, and in so doing, he has earned |
|---|
| 23 | 23 | | the deep respect and appreciation of his fellow residents; now, |
|---|
| 24 | 24 | | therefore, be it |

| 25 | 25 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 26 | 26 | | Legislature hereby congratulate David Downs on his receipt of the |
|---|
| 27 | 27 | | 2022 Citizen of the Year award from the Plano Chamber of Commerce |

| 28 | 28 | | and extend to him sincere best wishes for continued success; and, be |
