H.R. No. 326
R E S O L U T I O N
WHEREAS, David Downs received the Citizen of the Year award
from the Plano Chamber of Commerce at the annual Best of Plano
awards dinner on November 11, 2022; and
WHEREAS, Each year, the chamber recognizes a Plano citizen
for his or her outstanding efforts in behalf of the Plano community;
and
WHEREAS, A dedicated civil servant, Mr. Downs has previously
served multiple terms on the Plano City Council, and he has held
leadership roles in numerous organizations in the Plano community,
including the Medical City Plano advisory board, the Collin College
Foundation, and the Plano Youth Leadership board, as well as the
City's Planning & Zoning Commission; and
WHEREAS, Mr. Downs holds a bachelor's degree in finance from
the University of Illinois, and he is currently a managing partner
at Downs Fischer Financial; in addition, he is an award-winning
photographer; and
WHEREAS, David Downs has demonstrated a lasting commitment to
making Plano a better place for all, and in so doing, he has earned
the deep respect and appreciation of his fellow residents; now,
therefore, be it
RESOLVED, That the House of Representatives of the 88th Texas
Legislature hereby congratulate David Downs on his receipt of the
2022 Citizen of the Year award from the Plano Chamber of Commerce
and extend to him sincere best wishes for continued success; and, be
it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Downs as an expression of high regard by the Texas
House of Representatives.
