55 R E S O L U T I O N
66 WHEREAS, Residents of Brownwood lost an esteemed civic leader
77 with the passing of Draco Miller on February 16, 2023, at the age of
88 60; and
99 WHEREAS, The son of Jodie Miller and Vivian Doris Powell,
1010 Draco Miller was born on July 31, 1962, and he grew up with the
1111 companionship of three siblings, Jodie, LaJon, and Ilitha; he
1212 demonstrated a strong work ethic from an early age, and shortly
1313 after graduating from Brownwood High School in 1980, he joined the
1414 activities staff at Texas Youth Commission, where he worked for 10
1515 years; he then took a position with Kohler before serving as a
1616 crisis case worker for MHMR from 1991 to 1999; additionally, he was
1717 the owner of several businesses, including Jus' Wings, Brownwood
1818 Classic Car Wash, and Draco's Janitorial and Auto Detailing, Inc.,
1919 which was named the 2019 Medium Business of the Year by the
2020 Brownwood Chamber of Commerce; and
2121 WHEREAS, A prominent figure in city government, Mr. Miller
2222 joined the planning and zoning board in 2001, and in 2010 he was
2323 elected to the Brownwood City Council, where he served for 13 years,
2424 including 8 years as mayor pro-tempore; over the course of his
2525 tenure, he played an instrumental role in a range of important
2626 achievements, including the establishment of Martin Luther
2727 King Jr. Plaza, the construction of such facilities as the Camp
2828 Bowie Aquatic Center and the Senior Citizens Center, and the
2929 completion of vital improvements to city infrastructure; moreover,
3030 he was a member of a number of local boards, including those for the
3131 Brown County Appraisal District, the Brownwood Education
3232 Foundation, and the Center for Life Resources, and he was the
3333 founder of the Revitalizing Our Community organization, which
3434 helped to renovate Cecil Holman Park and the Bennie Houston
3535 Recreation Center; in recognition of his outstanding service to his
3636 fellow citizens, he was named the 2022 Man of the Year by the
3737 Brownwood Area Chamber of Commerce; and
3838 WHEREAS, Mr. Miller and his wife, the former Sonja Marie
3939 Webb, shared a rewarding marriage that spanned 42 years; a caring
4040 husband and father, he took great pride in his children, Mirris,
4141 Natosha, Draco, Tiffany, and Symone, and he delighted in time spent
4242 with his grandchildren, Nehemiah, Lyric, Londyn, Mirris, Amari,
4343 Ayden, Daija, Dailyn, Harper, and Hudson; in all his endeavors, he
4444 was guided by his strong Christian faith, and he was a member of
4545 several churches over the course of his lifetime; and
4646 WHEREAS, Admired for his remarkable leadership, generosity,
4747 and dedication to public service, Draco Miller leaves behind a
4848 legacy that will resonate in the Brownwood community for many years
4949 to come, and he will forever hold a treasured place in the hearts of
5050 all those who had the pleasure to share in his love and friendship;
5151 now, therefore, be it
5252 RESOLVED, That the House of Representatives of the 88th Texas
5353 Legislature hereby pay tribute to the life of Draco Miller and
5454 extend sincere condolences to his loved ones; and, be it further
5555 RESOLVED, That an official copy of this resolution be
5656 prepared for his family and that when the Texas House of
5757 Representatives adjourns this day, it do so in memory of Draco
5858 Miller.
