6	6	WHEREAS, Residents of Brownwood lost an esteemed civic leader
7	7	with the passing of Draco Miller on February 16, 2023, at the age of
8	8	60; and
9	9	WHEREAS, The son of Jodie Miller and Vivian Doris Powell,
10	10	Draco Miller was born on July 31, 1962, and he grew up with the
11	11	companionship of three siblings, Jodie, LaJon, and Ilitha; he
12	12	demonstrated a strong work ethic from an early age, and shortly
13	13	after graduating from Brownwood High School in 1980, he joined the
14	14	activities staff at Texas Youth Commission, where he worked for 10
15	15	years; he then took a position with Kohler before serving as a
16	16	crisis case worker for MHMR from 1991 to 1999; additionally, he was
17	17	the owner of several businesses, including Jus' Wings, Brownwood
18	18	Classic Car Wash, and Draco's Janitorial and Auto Detailing, Inc.,
19	19	which was named the 2019 Medium Business of the Year by the
20	20	Brownwood Chamber of Commerce; and
21	21	WHEREAS, A prominent figure in city government, Mr. Miller
22	22	joined the planning and zoning board in 2001, and in 2010 he was
23	23	elected to the Brownwood City Council, where he served for 13 years,
24	24	including 8 years as mayor pro-tempore; over the course of his
25	25	tenure, he played an instrumental role in a range of important
26	26	achievements, including the establishment of Martin Luther
27	27	King Jr. Plaza, the construction of such facilities as the Camp
28	28	Bowie Aquatic Center and the Senior Citizens Center, and the
29	29	completion of vital improvements to city infrastructure; moreover,
30	30	he was a member of a number of local boards, including those for the
31	31	Brown County Appraisal District, the Brownwood Education
32	32	Foundation, and the Center for Life Resources, and he was the
33	33	founder of the Revitalizing Our Community organization, which
34	34	helped to renovate Cecil Holman Park and the Bennie Houston
35	35	Recreation Center; in recognition of his outstanding service to his
36	36	fellow citizens, he was named the 2022 Man of the Year by the
37	37	Brownwood Area Chamber of Commerce; and
38	38	WHEREAS, Mr. Miller and his wife, the former Sonja Marie
39	39	Webb, shared a rewarding marriage that spanned 42 years; a caring
40	40	husband and father, he took great pride in his children, Mirris,
41	41	Natosha, Draco, Tiffany, and Symone, and he delighted in time spent
42	42	with his grandchildren, Nehemiah, Lyric, Londyn, Mirris, Amari,
43	43	Ayden, Daija, Dailyn, Harper, and Hudson; in all his endeavors, he
44	44	was guided by his strong Christian faith, and he was a member of
45	45	several churches over the course of his lifetime; and
46	46	WHEREAS, Admired for his remarkable leadership, generosity,
47	47	and dedication to public service, Draco Miller leaves behind a
48	48	legacy that will resonate in the Brownwood community for many years
49	49	to come, and he will forever hold a treasured place in the hearts of
50	50	all those who had the pleasure to share in his love and friendship;
51	51	now, therefore, be it
52	52	RESOLVED, That the House of Representatives of the 88th Texas
53	53	Legislature hereby pay tribute to the life of Draco Miller and
54	54	extend sincere condolences to his loved ones; and, be it further
55	55	RESOLVED, That an official copy of this resolution be
56	56	prepared for his family and that when the Texas House of
57	57	Representatives adjourns this day, it do so in memory of Draco
58	58	Miller.
