5 | 5 | | WHEREAS, A life made rich through meaningful service drew to |

6 | 6 | | a close with the passing of Josephine Elaine Woolsey Talarski of San |

7 | 7 | | Antonio on February 22, 2023, at the age of 87; and |
---|
8 | 8 | | WHEREAS, The daughter of Hugh and Josephine Woolsey, Elaine |
---|
9 | 9 | | Talarski was born in Goff, Kansas, on February 2, 1936; she |
---|
10 | 10 | | completed her bachelor's degree in public health nursing at |
---|
11 | 11 | | Marquette University and went on to earn master's degrees in |
---|
12 | 12 | | business management from Webster University and in political |
---|
13 | 13 | | science from St. Mary's University; at the age of 77, she received a |
---|
14 | 14 | | Ph.D. in international education and entrepreneurship from the |
---|
15 | 15 | | University of the Incarnate Word; Ms. Talarski began her career as |
---|
16 | 16 | | a school nurse and then enlisted in the U.S. Air Force; over the |
---|
17 | 17 | | course of two decades, she cared for patients at assignments all |
---|
18 | 18 | | over the world, retiring at the rank of lieutenant colonel; and |
---|
19 | 19 | | WHEREAS, Ms. Talarski became an adjunct professor of |
---|
20 | 20 | | political science at St. Mary's University, The University of Texas |
---|
21 | 21 | | at San Antonio, and St. Philip's College; during her doctoral |
---|
22 | 22 | | studies, she traveled to rural Zambia, Tanzania, and Peru to teach |
---|
23 | 23 | | nutrition, assess public health issues, and assist in business |
---|
24 | 24 | | development; she was a longtime volunteer with the Women's Global |
---|
25 | 25 | | Connection at UIW; deeply committed to her community, she served on |
---|
26 | 26 | | the boards of the League of Women Voters, Alzheimer's Association, |
---|
27 | 27 | | and the Mitchell Lake Wetlands Society; she was also a member of the |
---|
28 | 28 | | Bexar Senior Advisory Committee for the Alamo Area Council of |
---|
29 | 29 | | Governments; moreover, she was an ardent supporter of the arts and |
---|
30 | 30 | | especially loved the works of her close friend, painter Brother |
---|
31 | 31 | | Cletus Behlmann; her kind and thoughtful ways endeared her to |
---|
32 | 32 | | friends all around the world; and |
---|
33 | 33 | | WHEREAS, Although the death of Elaine Talarski has brought |
---|
34 | 34 | | great sorrow to those who loved her, her life was an inspiring |
---|
35 | 35 | | example of the good that one person can accomplish; now, therefore, |
---|
36 | 36 | | be it |

37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |

38 | 38 | | Legislature hereby pay tribute to the life of Josephine Elaine |

39 | 39 | | Woolsey Talarski and extend sincere sympathy to the members of her |

40 | 40 | | family: to her brother, Dave Woolsey; to her sister-in-law, Lexus |

41 | 41 | | Woolsey; to her cousin, Anita Alton; to her nieces, Linda Norman and |

42 | 42 | | Nancy Nelson; and to her many other relatives and friends; and, be |
