55 WHEREAS, A life made rich through meaningful service drew to
66 a close with the passing of Josephine Elaine Woolsey Talarski of San
77 Antonio on February 22, 2023, at the age of 87; and
88 WHEREAS, The daughter of Hugh and Josephine Woolsey, Elaine
99 Talarski was born in Goff, Kansas, on February 2, 1936; she
1010 completed her bachelor's degree in public health nursing at
1111 Marquette University and went on to earn master's degrees in
1212 business management from Webster University and in political
1313 science from St. Mary's University; at the age of 77, she received a
1414 Ph.D. in international education and entrepreneurship from the
1515 University of the Incarnate Word; Ms. Talarski began her career as
1616 a school nurse and then enlisted in the U.S. Air Force; over the
1717 course of two decades, she cared for patients at assignments all
1818 over the world, retiring at the rank of lieutenant colonel; and
1919 WHEREAS, Ms. Talarski became an adjunct professor of
2020 political science at St. Mary's University, The University of Texas
2121 at San Antonio, and St. Philip's College; during her doctoral
2222 studies, she traveled to rural Zambia, Tanzania, and Peru to teach
2323 nutrition, assess public health issues, and assist in business
2424 development; she was a longtime volunteer with the Women's Global
2525 Connection at UIW; deeply committed to her community, she served on
2626 the boards of the League of Women Voters, Alzheimer's Association,
2727 and the Mitchell Lake Wetlands Society; she was also a member of the
2828 Bexar Senior Advisory Committee for the Alamo Area Council of
2929 Governments; moreover, she was an ardent supporter of the arts and
3030 especially loved the works of her close friend, painter Brother
3131 Cletus Behlmann; her kind and thoughtful ways endeared her to
3232 friends all around the world; and
3333 WHEREAS, Although the death of Elaine Talarski has brought
3434 great sorrow to those who loved her, her life was an inspiring
3535 example of the good that one person can accomplish; now, therefore,
3636 be it
3737 RESOLVED, That the House of Representatives of the 88th Texas
3838 Legislature hereby pay tribute to the life of Josephine Elaine
3939 Woolsey Talarski and extend sincere sympathy to the members of her
4040 family: to her brother, Dave Woolsey; to her sister-in-law, Lexus
4141 Woolsey; to her cousin, Anita Alton; to her nieces, Linda Norman and
4242 Nancy Nelson; and to her many other relatives and friends; and, be
4343 it further
4444 RESOLVED, That an official copy of this resolution be
4545 prepared for her family and that when the Texas House of
4646 Representatives adjourns this day, it do so in memory of Elaine
4747 Talarski.
