H.R. No. 661 R E S O L U T I O N WHEREAS, A life made rich through meaningful service drew to a close with the passing of Josephine Elaine Woolsey Talarski of San Antonio on February 22, 2023, at the age of 87; and WHEREAS, The daughter of Hugh and Josephine Woolsey, Elaine Talarski was born in Goff, Kansas, on February 2, 1936; she completed her bachelor's degree in public health nursing at Marquette University and went on to earn master's degrees in business management from Webster University and in political science from St. Mary's University; at the age of 77, she received a Ph.D. in international education and entrepreneurship from the University of the Incarnate Word; Ms. Talarski began her career as a school nurse and then enlisted in the U.S. Air Force; over the course of two decades, she cared for patients at assignments all over the world, retiring at the rank of lieutenant colonel; and WHEREAS, Ms. Talarski became an adjunct professor of political science at St. Mary's University, The University of Texas at San Antonio, and St. Philip's College; during her doctoral studies, she traveled to rural Zambia, Tanzania, and Peru to teach nutrition, assess public health issues, and assist in business development; she was a longtime volunteer with the Women's Global Connection at UIW; deeply committed to her community, she served on the boards of the League of Women Voters, Alzheimer's Association, and the Mitchell Lake Wetlands Society; she was also a member of the Bexar Senior Advisory Committee for the Alamo Area Council of Governments; moreover, she was an ardent supporter of the arts and especially loved the works of her close friend, painter Brother Cletus Behlmann; her kind and thoughtful ways endeared her to friends all around the world; and WHEREAS, Although the death of Elaine Talarski has brought great sorrow to those who loved her, her life was an inspiring example of the good that one person can accomplish; now, therefore, be it RESOLVED, That the House of Representatives of the 88th Texas Legislature hereby pay tribute to the life of Josephine Elaine Woolsey Talarski and extend sincere sympathy to the members of her family: to her brother, Dave Woolsey; to her sister-in-law, Lexus Woolsey; to her cousin, Anita Alton; to her nieces, Linda Norman and Nancy Nelson; and to her many other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for her family and that when the Texas House of Representatives adjourns this day, it do so in memory of Elaine Talarski.
