| 5 | 5 | | WHEREAS, The North Central Texas Emergency Communications |
|---|
| 6 | 6 | | District (NCT9-1-1) has built a reputation for outstanding service |
|---|
| 7 | 7 | | and innovation; and |
|---|
| 8 | 8 | | WHEREAS, Founded in 1991 as the North Central Texas Council |
|---|
| 9 | 9 | | of Governments 9-1-1, the organization became NCT9-1-1 in 2018; |
|---|
| 10 | 10 | | since its inception, it has been responsible for planning, |
|---|
| 11 | 11 | | implementing, and maintaining an emergency communications system |
|---|
| 12 | 12 | | for more than 40 emergency communication centers across 13 counties |
|---|
| 13 | 13 | | and five municipalities around the Dallas/Fort Worth Metroplex; and |
|---|
| 14 | 14 | | WHEREAS, Over the years, NCT9-1-1 has played an instrumental |
|---|
| 15 | 15 | | role in the adoption of numerous new technologies to ensure that all |
|---|
| 16 | 16 | | area residents have access to 9-1-1 services; major technologies |
|---|
| 17 | 17 | | provided by the organization include the Next Generation 9-1-1 |
|---|
| 18 | 18 | | Internet protocol and Real-Time Text to Real-Time Text 9-1-1, which |
|---|
| 19 | 19 | | allows callers to send text messages during emergency situations |
|---|
| 20 | 20 | | while transmitting background noises to telecommunicators; the RTT |
|---|
| 21 | 21 | | to RTT 9-1-1 service is especially important for deaf and hard of |
|---|
| 22 | 22 | | hearing citizens who are unable to communicate via phone call; and |
|---|
| 23 | 23 | | WHEREAS, NCT9-1-1 worked tirelessly to overcome several |
|---|
| 24 | 24 | | challenges during its transition to RTT to RTT 9-1-1; in August |
|---|
| 25 | 25 | | 2022, the organization implemented the first successful RTT to RTT |
|---|
| 26 | 26 | | 9-1-1 program in the U.S., paving the way for 9-1-1 centers across |
|---|
| 27 | 27 | | the nation to provide similar services; and |
|---|
| 28 | 28 | | WHEREAS, NCT9-1-1 has proven to be a resource of immeasurable |
|---|
| 29 | 29 | | value to the region, and it is a pleasure to recognize the |
|---|
| 30 | 30 | | lifesaving work of the telecommunications staff, first responders, |
|---|
| 31 | 31 | | administrators, and other individuals who have been vital to its |
|---|
| 32 | 32 | | operation; now, therefore, be it |
|---|
| 33 | 33 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 34 | 34 | | Legislature hereby commend the North Central Texas Emergency |
|---|
| 35 | 35 | | Communications District for its contributions and extend to all |
|---|
| 36 | 36 | | those associated with the organization sincere best wishes for |
|---|
| 37 | 37 | | continued success in their important work; and, be it further |

| 38 | 38 | | RESOLVED, That an official copy of this resolution be |
