H.R. No. 945
R E S O L U T I O N
WHEREAS, The North Central Texas Emergency Communications
District (NCT9-1-1) has built a reputation for outstanding service
and innovation; and
WHEREAS, Founded in 1991 as the North Central Texas Council
of Governments 9-1-1, the organization became NCT9-1-1 in 2018;
since its inception, it has been responsible for planning,
implementing, and maintaining an emergency communications system
for more than 40 emergency communication centers across 13 counties
and five municipalities around the Dallas/Fort Worth Metroplex; and
WHEREAS, Over the years, NCT9-1-1 has played an instrumental
role in the adoption of numerous new technologies to ensure that all
area residents have access to 9-1-1 services; major technologies
provided by the organization include the Next Generation 9-1-1
Internet protocol and Real-Time Text to Real-Time Text 9-1-1, which
allows callers to send text messages during emergency situations
while transmitting background noises to telecommunicators; the RTT
to RTT 9-1-1 service is especially important for deaf and hard of
hearing citizens who are unable to communicate via phone call; and
WHEREAS, NCT9-1-1 worked tirelessly to overcome several
challenges during its transition to RTT to RTT 9-1-1; in August
2022, the organization implemented the first successful RTT to RTT
9-1-1 program in the U.S., paving the way for 9-1-1 centers across
the nation to provide similar services; and
WHEREAS, NCT9-1-1 has proven to be a resource of immeasurable
value to the region, and it is a pleasure to recognize the
lifesaving work of the telecommunications staff, first responders,
administrators, and other individuals who have been vital to its
operation; now, therefore, be it
RESOLVED, That the House of Representatives of the 88th Texas
Legislature hereby commend the North Central Texas Emergency
Communications District for its contributions and extend to all
those associated with the organization sincere best wishes for
continued success in their important work; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for NCT9-1-1 as an expression of high regard by the Texas
House of Representatives.
