66 AN ACT
77 relating to establishing the Defense and Aerospace Manufacturing
88 Task Force.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 481, Government Code, is
1111 amended by adding Section 481.00661 to read as follows:
1212 Sec. 481.00661. DEFENSE AND AEROSPACE MANUFACTURING TASK
1313 FORCE. (a) In this section, "task force" means the Defense and
1414 Aerospace Manufacturing Task Force.
1515 (b) The Defense and Aerospace Manufacturing Task Force is
1616 established within the aerospace and aviation office to study and
1717 make recommendations for the promotion of defense and aerospace
1818 manufacturing and supply chain security in this state.
1919 (c) The task force is composed of nine members from the
2020 public and private sectors, to be appointed as follows:
2121 (1) one representative from the Texas Workforce
2222 Commission, appointed by the governor;
2323 (2) one representative from the Texas Higher Education
2424 Coordinating Board, appointed by the governor;
2525 (3) one representative from the Texas Economic
2626 Development Council, appointed by the governor;
2727 (4) one representative from the Texas Military
2828 Preparedness Commission, appointed by the governor;
2929 (5) one representative from the comptroller's office,
3030 appointed by the governor;
3131 (6) one representative from a university receiving
3232 federal funds for defense and aerospace manufacturing, appointed by
3333 the governor; and
3434 (7) three members of the defense and aerospace
3535 manufacturing industry, one of whom is appointed by the governor,
3636 one of whom is appointed by the lieutenant governor, and one of whom
3737 is appointed by the speaker of the house of representatives.
3838 (d) Not later than December 1, 2023, the governor shall
3939 convene the first meeting of the task force.
4040 (e) The task force may obtain advice, information, and
4141 studies from qualified outside experts to perform its duties under
4242 this section.
4343 (f) Task force members may not receive compensation for
4444 services but, subject to the availability of funding, may receive
4545 reimbursement for actual and necessary expenses incurred while
4646 performing task force business.
4747 (g) The task force shall:
4848 (1) identify ways to streamline coordination between
4949 state and local government regulation and processes;
5050 (2) propose a new economic development incentive to
5151 attract the manufacturing and supply chain industry;
5252 (3) make recommendations to improve the effectiveness
5353 of current economic development incentives to attract the
5454 manufacturing and supply chain industry;
5555 (4) identify ways to bolster supply chains in this
5656 state; and
5757 (5) make recommendations to:
5858 (A) align the education-to-workforce pipeline in
5959 the defense and aerospace industries; and
6060 (B) develop and fund apprenticeships in the
6161 defense and aerospace industries.
6262 (h) Not later than December 1, 2024, the task force shall
6363 prepare and submit a written report addressing the issues under
6464 Subsection (g) to the governor, lieutenant governor, speaker of the
6565 house of representatives, and members of the legislature.
6666 (i) This section expires September 1, 2025.
6767 SECTION 2. As soon as practicable after the effective date
6868 of this Act, the governor, lieutenant governor, and speaker of the
6969 house of representatives shall appoint members to the Defense and
7070 Aerospace Manufacturing Task Force in accordance with Section
7171 481.00661, Government Code, as added by this Act.
7272 SECTION 3. This Act takes effect September 1, 2023.
