55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to requiring public institutions of higher education to
88 offer an undergraduate course in financial literacy and soft
99 skills.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 51.305, Education Code, is amended to
1212 read as follows:
1313 Sec. 51.305. PERSONAL FINANCIAL LITERACY AND SOFT SKILLS
1414 [TRAINING]. (a) In this section:
1515 (1) "Coordinating board" means the Texas Higher
1616 Education Coordinating Board.
1717 (2) "Institution of higher education" ["General
1818 academic teaching institution"] has the meaning assigned by Section
1919 61.003.
2020 (b) Each institution of higher education [The coordinating
2121 board by rule] shall offer an undergraduate elective course of
2222 three semester credit hours or the equivalent [: (1) require a
2323 general academic teaching institution to offer training] in
2424 personal financial literacy and soft skills. The course must be
2525 offered for credit toward satisfaction of a student's core
2626 curriculum requirement in social and behavioral sciences.
2727 (c) The personal financial literacy content provided under
2828 the course:
2929 (1) must include instruction in [to provide students
3030 of the institution with] the knowledge and skills necessary as a
3131 self-supporting adult [adults] to make critical decisions relating
3232 to personal financial matters; and
3333 (2) [determine the topics to be covered by the
3434 training, which] may include instruction in budgeting, credit
3535 cards, spending, saving, loan repayment and consolidation, taxes,
3636 retirement planning, insurance, and financing of health care and
3737 other benefits.
3838 (d) The soft skills content provided under the course must
3939 include instruction in:
4040 (1) workplace ethics and etiquette;
4141 (2) effective communication;
4242 (3) leadership;
4343 (4) organizational skills;
4444 (5) time management;
4545 (6) problem solving;
4646 (7) critical thinking; and
4747 (8) persistence.
4848 (e) [(c)] The coordinating board [by rule] may adopt rules
4949 for the administration of [provide for the training required under]
5050 this section [to be offered in an online course].
5151 SECTION 2. Section 51.305, Education Code, as amended by
5252 this Act, applies beginning with the 2024 fall semester.
5353 SECTION 3. This Act takes effect immediately if it receives
5454 a vote of two-thirds of all the members elected to each house, as
5555 provided by Section 39, Article III, Texas Constitution. If this
5656 Act does not receive the vote necessary for immediate effect, this
5757 Act takes effect September 1, 2023.
