8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Subchapter C, Chapter 37, Education Code, is |
---|
10 | 10 | | amended by adding Section 37.0833 to read as follows: |
---|
11 | 11 | | Sec. 37.0833. SCHOOL SAFETY MEETINGS. (a) The sheriff of a |
---|
12 | 12 | | county with a total population of less than 300,000 in which a |
---|
13 | 13 | | public school is located, shall call and conduct semiannual |
---|
14 | 14 | | meetings to discuss: |
---|
15 | 15 | | (1) school safety; |
---|
16 | 16 | | (2) coordinated law enforcement response to school |
---|
17 | 17 | | violence incidents; |
---|
18 | 18 | | (3) law enforcement agency capabilities; |
---|
19 | 19 | | (4) available resources; |
---|
20 | 20 | | (5) emergency radio interoperability; |
---|
21 | 21 | | (6) chain of command planning; and |
---|
22 | 22 | | (7) other related subjects proposed by a person in |
---|
23 | 23 | | attendance at the meeting. |
---|
24 | 24 | | (b) The following persons shall attend a meeting called |
---|
25 | 25 | | under Subsection (a): |
---|
26 | 26 | | (1) the sheriff or the sheriff's designee; |
---|
27 | 27 | | (2) the police chief of a municipal police department |
---|
28 | 28 | | in the county or the police chief's designee; |
---|
29 | 29 | | (3) each elected constable in the county or the |
---|
30 | 30 | | constable's designees; |
---|
31 | 31 | | (4) each police chief of a school district's police |
---|
32 | 32 | | department or school district security coordinator from each school |
---|
33 | 33 | | district located in the county; |
---|
34 | 34 | | (5) a representative of the Department of Public |
---|
35 | 35 | | Safety assigned to the county; |
---|
36 | 36 | | (6) a person appointed to a command staff position at |
---|
37 | 37 | | an emergency medical service in the county; |
---|
38 | 38 | | (7) a person appointed to a command staff position at a |
---|
39 | 39 | | municipal emergency medical service in the county; |
---|
40 | 40 | | (8) a person appointed to a command staff position at a |
---|
41 | 41 | | fire department in the county; and |
---|
42 | 42 | | (9) any other person the sheriff considers |
---|
43 | 43 | | appropriate. |
---|
44 | 44 | | (c) As soon as practicable after a meeting under Subsection |
---|
45 | 45 | | (a), the sheriff shall submit a notice to the Texas School Safety |
---|
46 | 46 | | Center identifying the attendees of the meeting and a statement of |
---|
47 | 47 | | compliance with this provision. The Texas School Safety Center |
---|
48 | 48 | | shall publish the notice on the center's Internet website. |
---|
49 | 49 | | (d) A meeting under this section shall be conducted as a |
---|
50 | 50 | | closed, nonpublic meeting that is not subject to the open meetings |
---|
51 | 51 | | law, Chapter 551, Government Code. |
---|
52 | 52 | | SECTION 2. As soon as practicable after the effective date |
---|
53 | 53 | | of this Act, the sheriff of a county described by Section |
---|
54 | 54 | | 37.0833(a), Education Code, as added by this Act, shall call a |
---|
55 | 55 | | meeting as provided by that section. |
---|
56 | 56 | | SECTION 3. This Act takes effect September 1, 2023. |
