55 AN ACT
66 relating to requiring semiannual school safety meetings in certain
77 counties.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter C, Chapter 37, Education Code, is
1010 amended by adding Section 37.0833 to read as follows:
1111 Sec. 37.0833. SCHOOL SAFETY MEETINGS. (a) The sheriff of a
1212 county with a total population of less than 300,000 in which a
1313 public school is located, shall call and conduct semiannual
1414 meetings to discuss:
1515 (1) school safety;
1616 (2) coordinated law enforcement response to school
1717 violence incidents;
1818 (3) law enforcement agency capabilities;
1919 (4) available resources;
2020 (5) emergency radio interoperability;
2121 (6) chain of command planning; and
2222 (7) other related subjects proposed by a person in
2323 attendance at the meeting.
2424 (b) The following persons shall attend a meeting called
2525 under Subsection (a):
2626 (1) the sheriff or the sheriff's designee;
2727 (2) the police chief of a municipal police department
2828 in the county or the police chief's designee;
2929 (3) each elected constable in the county or the
3030 constable's designees;
3131 (4) each police chief of a school district's police
3232 department or school district security coordinator from each school
3333 district located in the county;
3434 (5) a representative of the Department of Public
3535 Safety assigned to the county;
3636 (6) a person appointed to a command staff position at
3737 an emergency medical service in the county;
3838 (7) a person appointed to a command staff position at a
3939 municipal emergency medical service in the county;
4040 (8) a person appointed to a command staff position at a
4141 fire department in the county; and
4242 (9) any other person the sheriff considers
4343 appropriate.
4444 (c) As soon as practicable after a meeting under Subsection
4545 (a), the sheriff shall submit a notice to the Texas School Safety
4646 Center identifying the attendees of the meeting and a statement of
4747 compliance with this provision. The Texas School Safety Center
4848 shall publish the notice on the center's Internet website.
4949 (d) A meeting under this section shall be conducted as a
5050 closed, nonpublic meeting that is not subject to the open meetings
5151 law, Chapter 551, Government Code.
5252 SECTION 2. As soon as practicable after the effective date
5353 of this Act, the sheriff of a county described by Section
5454 37.0833(a), Education Code, as added by this Act, shall call a
5555 meeting as provided by that section.
5656 SECTION 3. This Act takes effect September 1, 2023.
