| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. This Act may be cited as the Marine Lance |
|---|
| 9 | 9 | | Corporal David Lee Espinoza Act. |
|---|
| 10 | 10 | | SECTION 2. Section 504.202(e-1), Transportation Code, is |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (e-1) Other than license plates issued under Subsection |
|---|
| 13 | 13 | | (h), license plates issued under this section may include, on |
|---|
| 14 | 14 | | request: |
|---|
| 15 | 15 | | (1) the emblem of the veteran's branch of service; or |
|---|
| 16 | 16 | | (2) one emblem from another license plate to which the |
|---|
| 17 | 17 | | person is entitled under Section 504.308, 504.309, 504.310(b), |
|---|
| 18 | 18 | | 504.311, 504.312, 504.313, 504.3135, 504.314, 504.315, 504.316, |
|---|
| 19 | 19 | | 504.3161, 504.318, 504.319, 504.320, 504.323, 504.325, [or] |
|---|
| 20 | 20 | | 504.327, or 504.331. |

| 21 | 21 | | SECTION 3. Subchapter D, Chapter 504, Transportation Code, |
|---|
| 22 | 22 | | is amended by adding Section 504.331 to read as follows: |
|---|
| 23 | 23 | | Sec. 504.331. OPERATION FREEDOM'S SENTINEL. The department |
|---|
| 24 | 24 | | shall issue specialty license plates for persons who served in the |
|---|
| 25 | 25 | | United States armed services and participated in Operation |
|---|
| 26 | 26 | | Freedom's Sentinel. The license plates must include the words |
|---|
| 27 | 27 | | "Freedom's Sentinel." |
|---|
| 28 | 28 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2023. |
