| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 51.971(a)(1), Education Code, is amended |
|---|
| 9 | 9 | | to read as follows: |
|---|
| 10 | 10 | | (1) "Compliance program" means a process to assess and |
|---|
| 11 | 11 | | ensure compliance by the officers, [and] employees, agents, |
|---|
| 12 | 12 | | contractors, subcontractors, or other persons acting on behalf of |
|---|
| 13 | 13 | | an institution of higher education with applicable laws, rules, |
|---|
| 14 | 14 | | regulations, and policies, including matters of: |
|---|
| 15 | 15 | | (A) ethics and standards of conduct; |
|---|
| 16 | 16 | | (B) financial reporting; |
|---|
| 17 | 17 | | (C) internal accounting controls; or |
|---|
| 18 | 18 | | (D) auditing. |
|---|
| 19 | 19 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 20 | 20 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 21 | 21 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 22 | 22 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 23 | 23 | | Act takes effect September 1, 2023. |
