55 relating to training for peace officers on responding to and
66 investigating child fatalities.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 1701.253, Occupations Code, is amended
99 by adding Subsection (q) to read as follows:
1010 (q) As part of the minimum curriculum requirements, the
1111 commission shall require an officer to complete a training program
1212 on responding to and investigating child fatalities, including the
1313 protocols for reporting and investigating child fatalities
1414 developed under Subchapter F, Chapter 264, Family Code, the
1515 differences between sudden unexpected infant death and sudden
1616 infant death syndrome, and the relevant regulations applicable to
1717 child-care facilities. An officer shall complete the program not
1818 later than the second anniversary of the date the officer is
1919 licensed under this chapter unless the officer completes the
2020 program as part of the officer's basic training course.
2121 SECTION 2. Not later than January 1, 2024, the Texas
2222 Commission on Law Enforcement shall establish the training program
2323 required by Section 1701.253(q), Occupations Code, as added by this
2424 Act.
2525 SECTION 3. Section 1701.253(q), Occupations Code, as added
2626 by this Act, applies only to a person who submits an application for
2727 a peace officer license under Chapter 1701, Occupations Code, on or
2828 after January 1, 2024. A person who submits an application for a
2929 peace officer license under Chapter 1701, Occupations Code, before
3030 January 1, 2024, is governed by the law in effect immediately before
3131 the effective date of this Act, and the former law is continued in
3232 effect for that purpose.
3333 SECTION 4. This Act takes effect September 1, 2023.
