5	5	relating to the certification requirements for a public school

7	7	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	8	SECTION 1. Subchapter B, Chapter 21, Education Code, is
9	9	amended by adding Section 21.0462 to read as follows:
10	10	Sec. 21.0462. QUALIFICATIONS FOR CERTIFICATION AS SCHOOL
11	11	COUNSELOR. The qualifications for certification as a school
12	12	counselor may not include a requirement that a candidate for
13	13	certification have experience as a classroom teacher.
14	14	SECTION 2. As soon as possible after the effective date of
15	15	this Act but not later than January 1, 2024, the State Board for
16	16	Educator Certification shall propose any rules necessary to
17	17	implement Section 21.0462, Education Code, as added by this Act.
18	18	SECTION 3. This Act takes effect September 1, 2023.
