55 AN ACT
66 relating to the establishment of the Texas Leadership Scholars
77 Program.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 61, Education Code, is amended by adding
1010 Subchapter T-3 to read as follows:
1111 SUBCHAPTER T-3. TEXAS LEADERSHIP SCHOLARS PROGRAM
1212 Sec. 61.891. DEFINITION. In this subchapter, "program"
1313 means the Texas Leadership Scholars Program established under this
1414 subchapter.
1515 Sec. 61.892. ESTABLISHMENT; ADMINISTRATION. (a) The Texas
1616 Leadership Scholars Program is established to serve as a
1717 merit-based scholarship and leadership opportunity program for
1818 high-achieving, emerging leaders with financial need.
1919 (b) The board shall administer the program.
2020 (c) Using money appropriated or otherwise available for the
2121 purpose, the board shall award scholarships and provide academic
2222 achievement support and leadership development to eligible
2323 students under the program.
2424 Sec. 61.893. INITIAL ELIGIBILITY. To be initially eligible
2525 to participate in the program, a student must:
2626 (1) have graduated from a public high school in this
2727 state;
2828 (2) either:
2929 (A) have qualified for automatic admission to a
3030 general academic teaching institution under Section 51.803; or
3131 (B) be nominated by the student's high school for
3232 participation in the program and hold another academic distinction
3333 recognized by the board;
3434 (3) be enrolled in a baccalaureate degree program at a
3535 general academic teaching institution;
3636 (4) be economically disadvantaged, as determined by
3737 board rule; and
3838 (5) comply with any additional requirement adopted by
3939 the board.
4040 Sec. 61.894. CONTINUING ELIGIBILITY. After establishing
4141 initial eligibility to participate in the program under Section
4242 61.893, a student may continue participating in the program only if
4343 the student:
4444 (1) is enrolled in a baccalaureate degree program at a
4545 general academic teaching institution;
4646 (2) maintains a minimum overall grade point average
4747 determined by board rule; and
4848 (3) complies with any additional requirement adopted
4949 by the board.
5050 Sec. 61.895. ACADEMIC ACHIEVEMENT SUPPORT AND LEADERSHIP
5151 DEVELOPMENT. The board may enter into agreements with general
5252 academic teaching institutions or other institutions of higher
5353 education to provide students participating in the program with:
5454 (1) research-based support to make satisfactory
5555 academic progress and graduate on time; and
5656 (2) leadership development opportunities, including:
5757 (A) program cohort learning communities;
5858 (B) mentoring, research, and internship
5959 opportunities;
6060 (C) networking with state government, business,
6161 and civic leaders; and
6262 (D) statewide cohort learning institutes or
6363 seminars.
6464 Sec. 61.896. GRANTS, GIFTS, AND DONATIONS. The board may
6565 solicit, accept, and spend grants, gifts, and donations from any
6666 public or private source for the purposes of the program.
6767 Sec. 61.897. RULES. The board shall adopt rules for the
6868 administration of the program, including rules providing for the
6969 amount and permissible uses of a scholarship awarded under the
7070 program.
7171 SECTION 2. The Texas Higher Education Coordinating Board
7272 shall adopt rules to administer Subchapter T-3, Chapter 61,
7373 Education Code, as added by this Act, as soon as practicable after
7474 the effective date of this Act.
7575 SECTION 3. This Act takes effect immediately if it receives
7676 a vote of two-thirds of all the members elected to each house, as
7777 provided by Section 39, Article III, Texas Constitution. If this
7878 Act does not receive the vote necessary for immediate effect, this
7979 Act takes effect September 1, 2023.
