44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to safety training for certain public school
77 extracurricular activities.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 33.202(c), Education Code, is amended to
1010 read as follows:
1111 (c) The safety training program must include:
1212 (1) certification of participants by the American Red
1313 Cross, the American Heart Association, or a similar organization or
1414 by the University Interscholastic League;
1515 (2) current training in:
1616 (A) emergency action planning;
1717 (B) communicating effectively with 9-1-1
1818 emergency service operators and other emergency personnel; and
1919 (C) recognizing symptoms of potentially
2020 catastrophic injuries, including head and neck injuries,
2121 concussions, injuries related to second impact syndrome, asthma
2222 attacks, heatstroke, rhabdomyolysis, cardiac arrest, and injuries
2323 requiring use of a defibrillator; and
2424 (3) a safety drill that incorporates the training
2525 described by Subdivision (2) and simulates various injuries
2626 described by Subdivision (2)(C).
2727 SECTION 2. This Act applies beginning with the 2023-2024
2828 school year.
2929 SECTION 3. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2023.
