45 SENATE CONCURRENT RESOLUTION
56 WHEREAS, The Capitol Complex Child Development Center moved
67 to a new facility in the Barbara Jordan State Office Building in
78 August 2022, and this milestone provides a welcome opportunity to
89 name the center "Emma's Garden" in honor of the late Emma
910 Barrientos; and
1011 WHEREAS, In 1989, the 71st Texas Legislature established the
1112 child development center by passing Senate Bill 1480, which was
1213 authored by former State Senator Gonzalo Barrientos and supported
1314 by his wife, Emma Barrientos; over the course of more than three
1415 decades, the center has provided childcare services to employees of
1516 the State of Texas and to the faculty and staff of The University of
1617 Texas at Austin; construction of the new facility commenced in
1718 2019; and
1819 WHEREAS, A respected civic leader, Ms. Barrientos devoted
1920 much of her time to political activism; throughout the 1960s and
2021 1970s, she participated in marches and rallies in support of
2122 organized labor and civil rights; additionally, she was
2223 instrumental in her husband's campaign for state representative,
2324 and after he joined the Texas Senate, she served as treasurer and
2425 president of the Texas Senate Ladies Club; later, the couple became
2526 founding members of the Tejano Democrats; and
2627 WHEREAS, Ms. Barrientos held a deep appreciation for
2728 cultural engagement, and she helped create Ballet Folklórico de
2829 Tejas, a professional dance company, as well as the Mexic-Arte
2930 Museum; moreover, she served as board president of the Austin
3031 Museum of Art and she was an early supporter of the Mexican American
3132 Cultural Center in Austin; and
3233 WHEREAS, Emma Barrientos was a champion of the Capitol
3334 Complex Child Development Center, and naming the facility for her
3435 would be a fitting tribute to her tireless efforts to make the world
3536 a better place for all young Texans; now, therefore, be it
3637 RESOLVED, That the 88th Legislature of the State of Texas
3738 hereby direct the Texas Facilities Commission to name the Capitol
3839 Complex Child Development Center "Emma's Garden" in honor of Emma
3940 Barrientos; and, be it further
4041 RESOLVED, That the secretary of state forward an official
4142 copy of this resolution to the chair and to the executive director
4243 of the Texas Facilities Commission.
