4	5		SENATE CONCURRENT RESOLUTION
5	6		WHEREAS, The Capitol Complex Child Development Center moved
6	7		to a new facility in the Barbara Jordan State Office Building in
7	8		August 2022, and this milestone provides a welcome opportunity to
8	9		name the center "Emma's Garden" in honor of the late Emma
9	10		Barrientos; and
10	11		WHEREAS, In 1989, the 71st Texas Legislature established the
11	12		child development center by passing Senate Bill 1480, which was
12	13		authored by former State Senator Gonzalo Barrientos and supported
13	14		by his wife, Emma Barrientos; over the course of more than three
14	15		decades, the center has provided childcare services to employees of
15	16		the State of Texas and to the faculty and staff of The University of
16	17		Texas at Austin; construction of the new facility commenced in
17	18		2019; and
18	19		WHEREAS, A respected civic leader, Ms. Barrientos devoted
19	20		much of her time to political activism; throughout the 1960s and
20	21		1970s, she participated in marches and rallies in support of
21	22		organized labor and civil rights; additionally, she was
22	23		instrumental in her husband's campaign for state representative,
23	24		and after he joined the Texas Senate, she served as treasurer and
24	25		president of the Texas Senate Ladies Club; later, the couple became
25	26		founding members of the Tejano Democrats; and
26	27		WHEREAS, Ms. Barrientos held a deep appreciation for
27	28		cultural engagement, and she helped create Ballet Folklórico de
28	29		Tejas, a professional dance company, as well as the Mexic-Arte
29	30		Museum; moreover, she served as board president of the Austin
30	31		Museum of Art and she was an early supporter of the Mexican American
31	32		Cultural Center in Austin; and
32	33		WHEREAS, Emma Barrientos was a champion of the Capitol
33	34		Complex Child Development Center, and naming the facility for her
34	35		would be a fitting tribute to her tireless efforts to make the world
35	36		a better place for all young Texans; now, therefore, be it
36	37		RESOLVED, That the 88th Legislature of the State of Texas
37	38		hereby direct the Texas Facilities Commission to name the Capitol
38	39		Complex Child Development Center "Emma's Garden" in honor of Emma
39	40		Barrientos; and, be it further
40	41		RESOLVED, That the secretary of state forward an official
41	42		copy of this resolution to the chair and to the executive director
42	43		of the Texas Facilities Commission.
