54 SENATE CONCURRENT RESOLUTION
65 WHEREAS, Gifted and talented education supports the academic
76 needs of students with a high potential for achievement, and the
87 observance of Gifted and Talented Students Week in April provides
98 an opportunity to celebrate the skills and accomplishments of these
109 students and the dedication of the educators who serve them; and
1110 WHEREAS, The term "gifted and talented" refers to children
1211 and youth who have excelled in intellectual, creative, or artistic
1312 endeavors, who possess an unusual capacity for leadership, or who
1413 show promising ability in a specific academic field; studies have
1514 demonstrated that such children are capable of mastering a
1615 curriculum in less than half the time of their nongifted peers; and
1716 WHEREAS, There are more than 400,000 identified gifted and
1817 talented students in Texas; funding is set aside to help provide
1918 them with challenging and specialized coursework, and teachers of
2019 gifted and talented classes are required by Texas law to receive
2120 additional special training; and
2221 WHEREAS, By encouraging exceptional students to develop
2322 their individual strengths, we are investing in the leaders,
2423 scholars, and innovators of tomorrow, and this vital endeavor is
2524 deserving of the wholehearted support and commitment of all Texans;
2625 now, therefore, be it
2726 RESOLVED, That the 88th Legislature of the State of Texas
2827 hereby designate the first full week in April as Gifted and Talented
2928 Students Week; and, be it further
3029 RESOLVED, That, in accordance with the provisions of Section
3130 391.004(d), Government Code, this designation remain in effect
3231 until the 10th anniversary of the date this resolution is finally
3332 passed by the legislature.
