114 SENATE JOINT RESOLUTION
125 proposing a constitutional amendment to prohibit a court from

158 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
169 SECTION 1. Article V, Texas Constitution, is amended by
1710 adding Section 1-b to read as follows:
1811 Sec. 1-b. The authorship of an opinion published by a court
19- is public information. A court shall list the authors of any
20- opinion published by the court.
12+ is public information. A court may not issue a per curiam decision.
2113 SECTION 2. This proposed constitutional amendment shall be
2214 submitted to the voters at an election to be held November 7, 2023.
2315 The ballot shall be printed to permit voting for or against the
2416 proposition: "The constitutional amendment to prohibit a court
25- from issuing an opinion without disclosing the judges who authored
