10+ SENATE JOINT RESOLUTION
511 proposing a constitutional amendment regarding the time during
612 which the legislature may act on bills or resolutions during a
713 regular session.
814 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9- SECTION 1. Sections 5(b) and (c), Article III, Texas
10- Constitution, are amended to read as follows:
11- (b) When convened in regular session [Session], the first 30
12- [thirty] days thereof shall be devoted to the introduction of and
13- holding committee hearings to consider bills and resolutions[,
14- acting upon emergency appropriations, passing upon the
15- confirmation of the recess appointees of the Governor and such
16- emergency matters as may be submitted by the Governor in special
17- messages to the Legislature]. During the remainder of the session
18- [succeeding thirty days of the regular session of] the Legislature
19- may continue to introduce bills and resolutions and the various
20- committees of each House shall hold hearings to consider all bills
21- and resolutions and other matters then pending and[; and such
22- emergency matters as may be submitted by the Governor. During the
23- remainder of the session] the Legislature shall act upon such bills
24- and resolutions as may be then pending. The Legislature may at any
25- time during a regular session consider the confirmation of the
26- recess appointees of the Governor and act on emergency
27- appropriations and [upon] such emergency matters as may be
28- submitted by the Governor in special messages to the Legislature.
29- (c) Notwithstanding Subsection (b), either House may
30- determine its order of business by an affirmative vote of
31- two-thirds [four-fifths] of its membership.
32- SECTION 2. This proposed constitutional amendment shall be

31+ the Legislature.
32+ SECTION 2. Section 5(c), Article III, Texas Constitution,
33+ is repealed.
34+ SECTION 3. This proposed constitutional amendment shall be
3335 submitted to the voters at an election to be held November 7, 2023.

3537 proposition: "The constitutional amendment regarding the time
3638 during which the legislature may act on bills or resolutions during
3739 a regular session."
