2 | 2 | | WHEREAS, Gloria I. Chavez became the highest-ranking |

3 | 3 | | female agent in the United States Border Patrol when she was |

4 | 4 | | appointed chief of the increasingly active Rio Grande Valley |

5 | 5 | | Sector on October 9, 2022; and |
---|
6 | 6 | | WHEREAS, Chief Chavez previously served as chief patrol |

7 | 7 | | agent of the El Paso Sector; she initially took the job on an |
---|
8 | 8 | | interim basis in 2019, at the height of that summer's major |
---|
9 | 9 | | influx of migrants, and she received a permanent appointment the |
---|
10 | 10 | | following March; during her tenure, she led all enforcement |
---|
11 | 11 | | operations along 264 miles of the Mexican border in West Texas |
---|
12 | 12 | | and southern New Mexico, managing 11 stations, 6 permanent |
---|
13 | 13 | | immigrant checkpoints, and 3 forward operating bases; she worked |
---|
14 | 14 | | diligently to increase transparency and improve engagement with |
---|
15 | 15 | | the El Paso community, earning plaudits from local immigrant |
---|
16 | 16 | | advocates; and |

17 | 17 | | WHEREAS, Chief Chavez grew up in Brownsville and graduated |
---|
18 | 18 | | magna cum laude from Columbia Southern University with a |
---|
19 | 19 | | bachelor's degree in criminal justice administration; after |
---|
20 | 20 | | working for the Nueces County Sheriff's Office and Taft Police |
---|
21 | 21 | | Department, she joined the Border Patrol in 1995 as an agent in |
---|
22 | 22 | | Imperial Beach, California; she went on to become chief of |
---|
23 | 23 | | Washington State's Spokane Sector and California's El Centro |
---|
24 | 24 | | Sector; in addition, she served at national headquarters as |
---|
25 | 25 | | deputy chief for operations under the Law Enforcement Operations |
---|
26 | 26 | | Directorate and as commander for the CBP Migration Crisis Team; a |
---|
27 | 27 | | recipient of the OHS Secretary's Silver Medal Award, she holds a |

28 | 28 | | master's degree in security studies-homeland security and |
---|
29 | 29 | | defense from the Naval Postgraduate School, and she is a graduate |

30 | 30 | | of the Senior Executive Fellows Program at Harvard's John F. |

32 | 32 | | WHEREAS, Over the course of her long career, Gloria Chavez |

33 | 33 | | has distinguished herself through her professionalism and |

34 | 34 | | commitment to excellence, and she may indeed reflect with pride |

35 | 35 | | on her accomplishments as she takes on the challenges of her new |

37 | 37 | | RESOLVED, That the Senate of the State of Texas, 88th |

38 | 38 | | Legislature, hereby congratulate Gloria I. Chavez on her |
