                            SENATE RESOLUTION NO. 392
 WHEREAS, Gloria I. Chavez became the highest-ranking
 female agent in the United States Border Patrol when she was
 appointed chief of the increasingly active Rio Grande Valley
 Sector on October 9, 2022; and
 WHEREAS, Chief Chavez previously served as chief patrol
 agent of the El Paso Sector; she initially took the job on an
 interim basis in 2019, at the height of that summer's major
 influx of migrants, and she received a permanent appointment the
 following March; during her tenure, she led all enforcement
 operations along 264 miles of the Mexican border in West Texas
 and southern New Mexico, managing 11 stations, 6 permanent
 immigrant checkpoints, and 3 forward operating bases; she worked
 diligently to increase transparency and improve engagement with
 the El Paso community, earning plaudits from local immigrant
 advocates; and
 WHEREAS, Chief Chavez grew up in Brownsville and graduated
 magna cum laude from Columbia Southern University with a
 bachelor's degree in criminal justice administration; after
 working for the Nueces County Sheriff's Office and Taft Police
 Department, she joined the Border Patrol in 1995 as an agent in
 Imperial Beach, California; she went on to become chief of
 Washington State's Spokane Sector and California's El Centro
 Sector; in addition, she served at national headquarters as
 deputy chief for operations under the Law Enforcement Operations
 Directorate and as commander for the CBP Migration Crisis Team; a
 recipient of the OHS Secretary's Silver Medal Award, she holds a
 master's degree in security studies-homeland security and
 defense from the Naval Postgraduate School, and she is a graduate
 of the Senior Executive Fellows Program at Harvard's John F.
 Kennedy School of Government; and
 WHEREAS, Over the course of her long career, Gloria Chavez
 has distinguished herself through her professionalism and
 commitment to excellence, and she may indeed reflect with pride
 on her accomplishments as she takes on the challenges of her new
 role; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 88th
 Legislature, hereby congratulate Gloria I. Chavez on her
 appointment as U.S. Border Patrol chief of the Rio Grande Valley
 Sector and extend to her sincere best wishes for continued
 success; and, be it further
 RESOLVED, That an official copy of this Resolution be
 prepared for Chief Chavez as an expression of high regard from
 the Texas Senate.
