| 5 | 5 | | WHEREAS, Mitchell Ryan Payne, the beloved infant son of |

| 6 | 6 | | Steven Ryan and Stacey Leigh Payne, passed away on November 23, |

| 8 | 8 | | WHEREAS, Born in College Station on September 20, 2023, |

| 9 | 9 | | Mitchell was adored by a wide circle of loved ones, which included |
|---|
| 10 | 10 | | his grandparents, aunts, uncles, and cousins; and |
|---|
| 11 | 11 | | WHEREAS, "Mitch," as he was affectionately known, delighted |
|---|
| 12 | 12 | | in cuddling, and he impressed his family with his ability to sleep |
|---|
| 13 | 13 | | through just about anything; during the few months he shared with |
|---|
| 14 | 14 | | them, he uplifted everyone around him with his irresistible smile |
|---|
| 15 | 15 | | and his sweet disposition; and |
|---|
| 16 | 16 | | WHEREAS, Although his days were far too few, Mitchell Payne |

| 17 | 17 | | was a ray of light in the lives of those who held him dear, and the |
|---|
| 18 | 18 | | memory of this beloved child will forever be carried in their |
|---|
| 19 | 19 | | hearts; now, therefore, be it |

| 20 | 20 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 21 | 21 | | Legislature, 4th Called Session, hereby pay tribute to the memory |

| 22 | 22 | | of Mitchell Ryan Payne and extend deepest condolences to the |

| 23 | 23 | | members of his family: to his parents, Ryan and Stacey Payne; to his |

| 24 | 24 | | grandparents, John and Cheryl Lagrone and Steven and Kim Payne; to |

| 25 | 25 | | his great-grandmother, Alice Bell; to his aunts and uncles, Kelsey |
