5 | 5 | | WHEREAS, Residents of Lubbock lost an esteemed community |

6 | 6 | | leader with the passing of Delbert McDougal on November 10, 2023, at |

7 | 7 | | the age of 86; and |
---|
8 | 8 | | WHEREAS, Delbert McDougal was born on January 29, 1937, in |
---|
9 | 9 | | Smyer to Chester and Alda McDougal; he learned the importance of |
---|
10 | 10 | | hard work at an early age, spending his youth chopping weeds in a |
---|
11 | 11 | | cotton patch for 45 cents an hour, and in 1955, he graduated from |
---|
12 | 12 | | Smyer High School; on April 2, 1961, he wed the love of his life, |
---|
13 | 13 | | Carolyn Ratliff, and the couple shared a rewarding marriage that |
---|
14 | 14 | | spanned more than six decades; and |
---|
15 | 15 | | WHEREAS, After taking college business courses and working |
---|
16 | 16 | | for General Electric, this esteemed Texan enjoyed a successful |
---|
17 | 17 | | career in home building, property development, construction, and |
---|
18 | 18 | | real estate; active in his community, he was a member of dozens of |
---|
19 | 19 | | boards, including the Electric Utility Board of Lubbock Power & |
---|
20 | 20 | | Light, Market Lubbock, University Medical Center, Lubbock Reese |
---|
21 | 21 | | Redevelopment Authority, West Texas Home Builders Association, |
---|
22 | 22 | | Wayland Baptist University, and the Lubbock Apartment Association, |
---|
23 | 23 | | among others; and |
---|
24 | 24 | | WHEREAS, Deeply devoted to his family, Mr. McDougal took |
---|
25 | 25 | | great pride in his sons, Marc and Mike, and with the passing years, |
---|
26 | 26 | | his treasured family grew to include his four grandchildren, Tara, |
---|
27 | 27 | | Tyler, Hudson, and Harrison, and four great-grandchildren, Tye, |
---|
28 | 28 | | Miles, Clara Kate, and Lottie; in his leisure time, he took pleasure |
---|
29 | 29 | | in spending time at the lake with family, and he traveled to each of |
---|
30 | 30 | | the seven continents during his lifetime; he was also an avid fan of |
---|
31 | 31 | | the New York Yankees and attended nine World Series games, which |
---|
32 | 32 | | included taking four generations of McDougals to the Fall Classic; |
---|
33 | 33 | | a man of deep faith, he was a member of First Baptist Church; and |
---|
34 | 34 | | WHEREAS, While the death of Delbert McDougal brings great |
---|
35 | 35 | | sadness to his loved ones, he leaves behind a legacy that will long |
---|
36 | 36 | | be treasured by all those who held him dear; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
38 | 38 | | Legislature, 4th Called Session, hereby pay tribute to the life of |
---|
39 | 39 | | Delbert McDougal and extend sincere condolences to the members of |
---|
40 | 40 | | his family: to his wife, Carolyn McDougal; to his sons, Marc |

41 | 41 | | McDougal and his wife, Pam, and Mike McDougal and his wife, Melissa; |

42 | 42 | | to his grandchildren, Tara Lashford and her husband, Patrick, Tyler |

43 | 43 | | McDougal and his wife, Audra, Hudson McDougal, and Harrison |
