97 relating to the establishment by the Texas Workforce Commission of
108 a workplace soft skills training pilot program.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1311 amended by adding Section 302.0202 to read as follows:
1412 Sec. 302.0202. WORKPLACE SOFT SKILLS TRAINING PILOT
1513 PROGRAM. (a) The commission shall establish and administer a pilot
1614 program in Cameron County under which the division:
1715 (1) offers a six-week training course on workplace
1816 soft skills, including workplace ethics and etiquette, effective
1917 communication, leadership, organizational skills, and time
2018 management; and
2119 (2) awards a certificate of completion for a
2220 participant's successful completion of the training course.
2321 (b) The commission by rule shall establish curriculum
2422 requirements for the pilot program and eligibility criteria for a
2523 person to participate in the pilot program.
2624 (c) Not later than December 1, 2026, the commission shall
2725 evaluate the effectiveness of the pilot program at enhancing the
2826 workplace soft skills and employment outcomes of participants and
2927 report the results of the evaluation to the legislature. The report
3028 must include the commission's recommendation on whether the pilot
3129 program should be continued on a statewide basis.
3230 (d) This section expires September 1, 2027.
3331 SECTION 2. This Act takes effect September 1, 2025.
