88 A BILL TO BE ENTITLED
99 AN ACT
1010 relating to the adoption of a comprehensive plan to protect oil and
1111 gas infrastructure in this state.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter C, Chapter 81, Natural Resources
1414 Code, is amended by adding Section 81.0661 to read as follows:
1515 Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN.
1616 (a) The commission shall develop and adopt a comprehensive plan to
1717 protect this state's oil and gas infrastructure, including
1818 wellheads and pipelines, from:
1919 (1) natural disasters;
2020 (2) severe weather events;
2121 (3) cybersecurity threats;
2222 (4) acts of terrorism;
2323 (5) widespread power outages; and
2424 (6) other potential threats to this state's oil and gas
2525 infrastructure.
2626 (b) The commission may seek input from stakeholders when
2727 developing the plan.
2828 (c) The commission shall periodically update the plan
2929 developed under this section.
3030 SECTION 2. Not later than September 1, 2026, the Railroad
3131 Commission of Texas shall adopt the initial oil and gas
3232 infrastructure protection plan required under Section 81.0661,
3333 Natural Resources Code, as added by this Act.
3434 SECTION 3. This Act takes effect September 1, 2025.
