| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter C, Chapter 81, Natural Resources |
|---|
| 14 | 14 | | Code, is amended by adding Section 81.0661 to read as follows: |
|---|
| 15 | 15 | | Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN. |

| 16 | 16 | | (a) The commission shall develop and adopt a comprehensive plan to |
|---|
| 17 | 17 | | protect this state's oil and gas infrastructure, including |
|---|
| 18 | 18 | | wellheads and pipelines, from: |
|---|
| 19 | 19 | | (1) natural disasters; |
|---|
| 20 | 20 | | (2) severe weather events; |
|---|
| 21 | 21 | | (3) cybersecurity threats; |
|---|
| 22 | 22 | | (4) acts of terrorism; |
|---|
| 23 | 23 | | (5) widespread power outages; and |
|---|
| 24 | 24 | | (6) other potential threats to this state's oil and gas |
|---|
| 25 | 25 | | infrastructure. |
|---|
| 26 | 26 | | (b) The commission may seek input from stakeholders when |
|---|
| 27 | 27 | | developing the plan. |
|---|
| 28 | 28 | | (c) The commission shall periodically update the plan |
|---|
| 29 | 29 | | developed under this section. |
|---|
| 30 | 30 | | SECTION 2. Not later than September 1, 2026, the Railroad |
|---|
| 31 | 31 | | Commission of Texas shall adopt the initial oil and gas |
|---|
| 32 | 32 | | infrastructure protection plan required under Section 81.0661, |
|---|
| 33 | 33 | | Natural Resources Code, as added by this Act. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect September 1, 2025. |
