77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to international cooperation agreements between certain
1010 state agencies and the United Mexican States and funding for
1111 infrastructure investment in this state; providing authority for
1212 certain agencies to issue bonds.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Section 792.005(b), Government Code, is amended
1515 to read as follows:
1616 (b) Only the following state agencies may issue bonds under
1717 this section:
1818 (1) the Department of Agriculture;
1919 (2) the Texas Department of Economic Development;
2020 (3) the Texas Department of Housing and Community
2121 Affairs;
2222 (4) the Texas Public Finance Authority;
2323 (5) the Texas Turnpike Authority; [or]
2424 (6) the Texas Water Development Board;
2525 (7) the Texas Commission on Environmental Quality; or
2626 (8) the Public Utility Commission of Texas.
2727 SECTION 2. Section 792.006, Government Code, is amended to
2828 read as follows:
2929 Sec. 792.006. APPROVAL OF GOVERNOR AND LEGISLATIVE BUDGET
3030 BOARD. An agreement made by a state agency under this chapter that
3131 involves the use of money appropriated from the state treasury for
3232 projects inside or outside of this state is not valid unless it is
3333 approved by the governor and the Legislative Budget Board.
3434 SECTION 3. Chapter 792, Government Code, is amended by
3535 adding Section 792.007 to read as follows:
3636 Sec. 792.007. INFRASTRUCTURE INVESTMENTS. An agency
3737 described by Section 792.005(b) may create a funding mechanism to
3838 jointly invest in and leverage funding for infrastructure in Texas
3939 with the North American Development Bank.
4040 SECTION 4. This Act takes effect September 1, 2025.
