77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a task force to study the legal and societal barriers to
1010 equality for transgender persons.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) In this section, "task force" means the
1313 transgender equality task force established by this Act.
1414 (b) The task force is established to study the legal and
1515 societal barriers to equality for transgender persons in this
1616 state.
1717 (c) The task force is composed of:
1818 (1) 11 members appointed by the governor as follows:
1919 (A) one representative of the Texas Department of
2020 Banking;
2121 (B) one representative of the Texas Department of
2222 Criminal Justice;
2323 (C) one representative of the Department of
2424 Family and Protective Services;
2525 (D) one representative of the Texas Department of
2626 Insurance;
2727 (E) one representative of the Department of State
2828 Health Services;
2929 (F) one representative of the Texas Education
3030 Agency;
3131 (G) one representative of the Health and Human
3232 Services Commission;
3333 (H) one representative of an institution of
3434 higher education;
3535 (I) one representative of the Texas Workforce
3636 Commission civil rights division;
3737 (J) one representative of the Texas Workforce
3838 Commission division of workforce development; and
3939 (K) one representative of a nonprofit
4040 organization dedicated to civil rights;
4141 (2) two members appointed by the lieutenant governor
4242 as follows:
4343 (A) a parent or guardian of a transgender person;
4444 and
4545 (B) an attorney who specializes in transgender
4646 rights; and
4747 (3) two members appointed by the speaker of the house
4848 of representatives as follows:
4949 (A) a physician who specializes in transgender
5050 health issues; and
5151 (B) one transgender person.
5252 (d) The task force shall hold its first meeting not later
5353 than October 1, 2025, and shall elect a presiding officer from among
5454 its membership. The task force shall hold subsequent meetings at
5555 least quarterly at the call of the presiding officer.
5656 (e) A task force member is not entitled to compensation for
5757 service on the task force but is entitled to reimbursement, as
5858 provided by the General Appropriations Act, for actual and
5959 necessary expenses incurred in performing task force duties. The
6060 task force may accept gifts, grants, and donations to pay for those
6161 expenses.
6262 (f) The Texas Workforce Commission civil rights division
6363 shall provide administrative support services at the request of the
6464 task force.
6565 (g) The task force shall study the state actions necessary
6666 to ensure equality and improve the lives of transgender persons,
6767 with particular attention to the following areas:
6868 (1) health care, including access to health care
6969 providers who are trained in transgender medical issues;
7070 (2) long-term care for transgender persons who are
7171 chronically ill or of advanced age;
7272 (3) education;
7373 (4) higher education;
7474 (5) housing, including homelessness prevention and
7575 reduction;
7676 (6) employment; and
7777 (7) criminal justice, including the following:
7878 (A) raising transgender awareness among law
7979 enforcement through training; and
8080 (B) facilitating the appropriate placement of
8181 transgender persons in correctional facilities based on a person's
8282 gender identity.
8383 (h) A state agency shall cooperate with and assist the task
8484 force in carrying out the duties of the task force.
8585 (i) Not later than December 1, 2026, the task force shall
8686 prepare and submit to the governor and the legislature a written
8787 report that summarizes the task force's findings under this section
8888 and recommends solutions for advancing transgender equality and
8989 improving the lives of transgender persons in this state.
9090 (j) The task force is abolished and this Act expires
9191 September 1, 2027.
9292 SECTION 2. This Act takes effect September 1, 2025.
