| 9 | 9 | | relating to a task force to study the legal and societal barriers to |
|---|
| 10 | 10 | | equality for transgender persons. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 12 | 12 | | SECTION 1. (a) In this section, "task force" means the |
|---|
| 13 | 13 | | transgender equality task force established by this Act. |
|---|
| 14 | 14 | | (b) The task force is established to study the legal and |
|---|
| 15 | 15 | | societal barriers to equality for transgender persons in this |
|---|
| 16 | 16 | | state. |
|---|
| 17 | 17 | | (c) The task force is composed of: |
|---|
| 18 | 18 | | (1) 11 members appointed by the governor as follows: |
|---|
| 19 | 19 | | (A) one representative of the Texas Department of |
|---|
| 20 | 20 | | Banking; |
|---|
| 21 | 21 | | (B) one representative of the Texas Department of |
|---|
| 22 | 22 | | Criminal Justice; |
|---|
| 23 | 23 | | (C) one representative of the Department of |
|---|
| 24 | 24 | | Family and Protective Services; |
|---|
| 25 | 25 | | (D) one representative of the Texas Department of |
|---|
| 26 | 26 | | Insurance; |
|---|
| 27 | 27 | | (E) one representative of the Department of State |
|---|
| 28 | 28 | | Health Services; |
|---|
| 29 | 29 | | (F) one representative of the Texas Education |
|---|
| 30 | 30 | | Agency; |
|---|
| 31 | 31 | | (G) one representative of the Health and Human |
|---|
| 32 | 32 | | Services Commission; |
|---|
| 33 | 33 | | (H) one representative of an institution of |
|---|
| 34 | 34 | | higher education; |
|---|
| 35 | 35 | | (I) one representative of the Texas Workforce |
|---|
| 36 | 36 | | Commission civil rights division; |
|---|
| 37 | 37 | | (J) one representative of the Texas Workforce |
|---|
| 38 | 38 | | Commission division of workforce development; and |
|---|
| 39 | 39 | | (K) one representative of a nonprofit |
|---|
| 40 | 40 | | organization dedicated to civil rights; |
|---|
| 41 | 41 | | (2) two members appointed by the lieutenant governor |
|---|
| 42 | 42 | | as follows: |
|---|
| 43 | 43 | | (A) a parent or guardian of a transgender person; |
|---|
| 44 | 44 | | and |
|---|
| 45 | 45 | | (B) an attorney who specializes in transgender |
|---|
| 46 | 46 | | rights; and |
|---|
| 47 | 47 | | (3) two members appointed by the speaker of the house |
|---|
| 48 | 48 | | of representatives as follows: |
|---|
| 49 | 49 | | (A) a physician who specializes in transgender |
|---|
| 50 | 50 | | health issues; and |
|---|
| 51 | 51 | | (B) one transgender person. |
|---|
| 52 | 52 | | (d) The task force shall hold its first meeting not later |
|---|
| 53 | 53 | | than October 1, 2025, and shall elect a presiding officer from among |
|---|
| 54 | 54 | | its membership. The task force shall hold subsequent meetings at |
|---|
| 55 | 55 | | least quarterly at the call of the presiding officer. |
|---|
| 56 | 56 | | (e) A task force member is not entitled to compensation for |
|---|
| 57 | 57 | | service on the task force but is entitled to reimbursement, as |
|---|
| 58 | 58 | | provided by the General Appropriations Act, for actual and |
|---|
| 59 | 59 | | necessary expenses incurred in performing task force duties. The |
|---|
| 60 | 60 | | task force may accept gifts, grants, and donations to pay for those |
|---|
| 61 | 61 | | expenses. |
|---|
| 62 | 62 | | (f) The Texas Workforce Commission civil rights division |
|---|
| 63 | 63 | | shall provide administrative support services at the request of the |
|---|
| 64 | 64 | | task force. |
|---|
| 65 | 65 | | (g) The task force shall study the state actions necessary |
|---|
| 66 | 66 | | to ensure equality and improve the lives of transgender persons, |
|---|
| 67 | 67 | | with particular attention to the following areas: |
|---|
| 68 | 68 | | (1) health care, including access to health care |
|---|
| 69 | 69 | | providers who are trained in transgender medical issues; |
|---|
| 70 | 70 | | (2) long-term care for transgender persons who are |
|---|
| 71 | 71 | | chronically ill or of advanced age; |
|---|
| 72 | 72 | | (3) education; |
|---|
| 73 | 73 | | (4) higher education; |
|---|
| 74 | 74 | | (5) housing, including homelessness prevention and |
|---|
| 75 | 75 | | reduction; |
|---|
| 76 | 76 | | (6) employment; and |
|---|
| 77 | 77 | | (7) criminal justice, including the following: |
|---|
| 78 | 78 | | (A) raising transgender awareness among law |
|---|
| 79 | 79 | | enforcement through training; and |
|---|
| 80 | 80 | | (B) facilitating the appropriate placement of |
|---|
| 81 | 81 | | transgender persons in correctional facilities based on a person's |
|---|
| 82 | 82 | | gender identity. |
|---|
| 83 | 83 | | (h) A state agency shall cooperate with and assist the task |
|---|
| 84 | 84 | | force in carrying out the duties of the task force. |
|---|
| 85 | 85 | | (i) Not later than December 1, 2026, the task force shall |
|---|
| 86 | 86 | | prepare and submit to the governor and the legislature a written |
|---|
| 87 | 87 | | report that summarizes the task force's findings under this section |
|---|
| 88 | 88 | | and recommends solutions for advancing transgender equality and |
|---|
| 89 | 89 | | improving the lives of transgender persons in this state. |
|---|
| 90 | 90 | | (j) The task force is abolished and this Act expires |
|---|
| 91 | 91 | | September 1, 2027. |
|---|
| 92 | 92 | | SECTION 2. This Act takes effect September 1, 2025. |
