810 AN ACT
911 relating to a study on changes to performance tier funding for dual
1012 credit or dual enrollment courses under the public junior college
1113 state finance program and the capacity of the state's workforce to
1214 teach dual credit or dual enrollment courses.
1315 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1416 SECTION 1. Subchapter C, Chapter 130A, Education Code, is
1517 amended by adding Section 130A.1011 to read as follows:
1618 Sec. 130A.1011. STUDY ON DUAL CREDIT OR DUAL ENROLLMENT
1719 COURSE SEQUENCES AND WORKFORCE CAPACITY. (a) The coordinating
1820 board shall conduct a study to assess the feasibility and the fiscal
1921 and policy implications, including the fiscal impact to the state,
2022 of decreasing the number of semester credit hours or the equivalent
2123 for a sequence of dual credit or dual enrollment courses for
2224 purposes of performance tier funding under Section 130A.101(c)(3)
2325 to nine semester credit hours or the equivalent.
2426 (b) In conducting the study, the coordinating board shall
2527 assess:
2628 (1) the potential benefit to students of taking the
2729 action described by Subsection (a), including:
2830 (A) alignment with the public school
2931 accountability system under Chapter 39;
3032 (B) any reduction in the time to graduate with or
3133 the cost for an undergraduate degree at an institution of higher
3234 education; and
3335 (C) a comparison of matriculation and completion
3436 rates for students who complete a sequence of 9 semester credit
3537 hours or the equivalent for dual credit or dual enrollment courses
3638 versus a sequence of 15 semester credit hours or the equivalent for
3739 those courses; and
3840 (2) the current and projected capacity of the state's
3941 workforce to teach dual credit or dual enrollment courses,
4042 including:
4143 (A) an estimate of the number of instructors
4244 currently eligible to teach dual credit or dual enrollment courses
4345 and the geographic distribution of those instructors;
4446 (B) an analysis of barriers to certification or
4547 credentialing in teaching dual credit or dual enrollment courses;
4648 and
4749 (C) strategies to increase the number of
4850 instructors eligible to teach dual credit or dual enrollment
4951 courses, including:
5052 (i) professional development pathways;
5153 (ii) partnerships with institutions of
5254 higher education, as defined by Section 61.003; and
5355 (iii) targeted financial or academic
5456 support programs.
5557 (c) The coordinating board may consult with the Texas
5658 Education Agency and institutions of higher education in conducting
5759 the study.
5860 (d) Not later than December 1, 2026, the coordinating board
5961 shall submit to the legislature a report on the results of the study
6062 conducted under this section and any recommendations for
6163 legislative or other action, including recommendations for actions
6264 to support an expanded workforce of dual credit or dual enrollment
6365 instructors.
6466 (e) This section expires September 1, 2027.
6567 SECTION 2. This Act takes effect immediately if it receives
6668 a vote of two-thirds of all the members elected to each house, as
6769 provided by Section 39, Article III, Texas Constitution. If this
6870 Act does not receive the vote necessary for immediate effect, this
6971 Act takes effect September 1, 2025.
