| 10 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 12 | | SECTION 1. Subchapter A, Chapter 772, Government Code, is |
|---|
| 12 | 13 | | amended by adding Section 772.013 to read as follows: |
|---|
| 13 | 14 | | Sec. 772.013. GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE |
|---|
| 14 | 15 | | OFFICERS WITH BULLET-RESISTANT COMPONENTS. (a) In this section: |
|---|
| 15 | 16 | | (1) "Criminal justice division" means the criminal |
|---|
| 16 | 17 | | justice division established under Section 772.006. |
|---|
| 17 | 18 | | (2) "Law enforcement agency" means an agency of the |
|---|
| 18 | 19 | | state or an agency of a political subdivision of the state that is |
|---|
| 19 | 20 | | authorized by law to employ peace officers. |
|---|
| 20 | 21 | | (3) "Peace officer" means an individual elected, |
|---|
| 21 | 22 | | appointed, or employed to serve as a peace officer for a |
|---|
| 22 | 23 | | governmental entity under Article 2A.001, Code of Criminal |
|---|
| 23 | 24 | | Procedure, or other law. |
|---|
| 24 | 25 | | (b) The criminal justice division shall establish and |
|---|
| 25 | 26 | | administer a grant program to provide financial assistance to a law |
|---|
| 26 | 27 | | enforcement agency to purchase and install motor vehicles used by |
|---|
| 27 | 28 | | peace officers of the law enforcement agency in discharging the |
|---|
| 28 | 29 | | officers' official duties with bullet-resistant windshields, side |
|---|
| 29 | 30 | | windows, rear windows, and door panels. |
|---|
| 30 | 31 | | (c) The criminal justice division shall establish: |
|---|
| 31 | 32 | | (1) eligibility criteria for grant applicants; |
|---|
| 32 | 33 | | (2) grant application procedures; |
|---|
| 33 | 34 | | (3) guidelines relating to grant amounts; |
|---|
| 34 | 35 | | (4) procedures for evaluating grant applications; and |
|---|
| 35 | 36 | | (5) procedures for monitoring the use of a grant |
|---|
| 36 | 37 | | awarded under the program and ensuring compliance with any |
|---|
| 37 | 38 | | conditions of a grant. |
|---|
| 38 | 39 | | (d) A law enforcement agency receiving a grant under this |
|---|
| 39 | 40 | | section must, as soon as practicable after spending the grant |
|---|
| 40 | 41 | | money, provide to the criminal justice division proof of purchase |
|---|
| 41 | 42 | | and installation, as applicable, of bullet-resistant windshields, |
|---|
| 42 | 43 | | side windows, rear windows, or door panels. |
|---|
| 43 | 44 | | (e) The criminal justice division may use any available |
|---|
| 44 | 45 | | money to implement this section. |
|---|
| 45 | 46 | | SECTION 2. This Act takes effect September 1, 2025. |
