67 A BILL TO BE ENTITLED
78 AN ACT
89 relating to establishing a grant program to equip motor vehicles
910 used by peace officers with certain bullet-resistant components.
1011 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1112 SECTION 1. Subchapter A, Chapter 772, Government Code, is
1213 amended by adding Section 772.013 to read as follows:
1314 Sec. 772.013. GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE
1415 OFFICERS WITH BULLET-RESISTANT COMPONENTS. (a) In this section:
1516 (1) "Criminal justice division" means the criminal
1617 justice division established under Section 772.006.
1718 (2) "Law enforcement agency" means an agency of the
1819 state or an agency of a political subdivision of the state that is
1920 authorized by law to employ peace officers.
2021 (3) "Peace officer" means an individual elected,
2122 appointed, or employed to serve as a peace officer for a
2223 governmental entity under Article 2A.001, Code of Criminal
2324 Procedure, or other law.
2425 (b) The criminal justice division shall establish and
2526 administer a grant program to provide financial assistance to a law
2627 enforcement agency to purchase and install motor vehicles used by
2728 peace officers of the law enforcement agency in discharging the
2829 officers' official duties with bullet-resistant windshields, side
2930 windows, rear windows, and door panels.
3031 (c) The criminal justice division shall establish:
3132 (1) eligibility criteria for grant applicants;
3233 (2) grant application procedures;
3334 (3) guidelines relating to grant amounts;
3435 (4) procedures for evaluating grant applications; and
3536 (5) procedures for monitoring the use of a grant
3637 awarded under the program and ensuring compliance with any
3738 conditions of a grant.
3839 (d) A law enforcement agency receiving a grant under this
3940 section must, as soon as practicable after spending the grant
4041 money, provide to the criminal justice division proof of purchase
4142 and installation, as applicable, of bullet-resistant windshields,
4243 side windows, rear windows, or door panels.
4344 (e) The criminal justice division may use any available
4445 money to implement this section.
4546 SECTION 2. This Act takes effect September 1, 2025.
