77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study by the Texas Higher Education Coordinating
1010 Board on the feasibility of implementing a statewide system for
1111 coordinating clinical training placements.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1414 amended by adding Section 61.09012 to read as follows:
1515 Sec. 61.09012. STUDY ON CLINICAL TRAINING PLACEMENTS FOR
1616 STUDENTS. (a) The board shall conduct a study on the feasibility
1717 of developing regional portals to assist in reserving clinical
1818 rotations at health care facilities for students enrolled in
1919 institutions of higher education who require clinical training.
2020 (b) The study must determine:
2121 (1) the number of regions needed to adequately support
2222 institutions of higher education and students that require clinical
2323 training;
2424 (2) the cost of establishing regional portals; and
2525 (3) the necessary maintenance, support, and staff
2626 required to establish and maintain the regional portals.
2727 (c) Not later than December 1, 2026, the board shall submit
2828 to the governor, the lieutenant governor, the speaker of the house
2929 of representatives, and the chair of each standing committee with
3030 primary jurisdiction over higher education a written report that
3131 includes the study's findings and any recommendations for
3232 legislative or other action.
3333 (d) This section expires September 1, 2027.
3434 SECTION 2. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2025.
