| 11 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 14 | | SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is |

| 13 | 15 | | amended by adding Section 39.9161 to read as follows: |

| 14 | 16 | | Sec. 39.9161. INTERCONNECTION AND AGGREGATION OF ELECTRIC |

| 15 | 17 | | VEHICLES. (a) In this section: |

| 16 | 18 | | (1) "Electric vehicle" has the meaning assigned by |

| 17 | 19 | | Section 42.0102. |
|---|
| 18 | 20 | | (2) "Interconnection" means the right of an electric |
|---|
| 19 | 21 | | vehicle owner to physically connect the electric vehicle to an |
|---|
| 20 | 22 | | electricity distribution system and the technical requirements, |
|---|
| 21 | 23 | | rules, or processes for the connection. |
|---|
| 22 | 24 | | (b) The commission by rule may establish safety, technical, |
|---|
| 23 | 25 | | and performance standards for the interconnection of electric |
|---|
| 24 | 26 | | vehicles in the ERCOT power region. In adopting the rules, the |
|---|
| 25 | 27 | | commission shall ensure that the standards do not conflict with |
|---|
| 26 | | - | applicable standards published by the Underwriters Laboratories |
|---|
| 27 | | - | and the Institute of Electrical and Electronics Engineers, with the |
|---|
| 28 | | - | National Electrical Code, or with the National Electrical Safety |
|---|
| 29 | | - | Code. |

| 30 | | - | (c) The commission by rule may allow an electric vehicle |

| 36 | 37 | | ancillary services, virtual power plant programs, and aggregate |

| 37 | 38 | | distributed energy resources programs, through an aggregation |
|---|
| 38 | 39 | | described by Subdivision (1). |

| 39 | 40 | | SECTION 2. This Act takes effect September 1, 2025. |
