A BILL TO BE ENTITLED
AN ACT
relating to additional state aid for school districts for the
provision of certain prekindergarten classes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter G, Chapter 48, Education Code, is
amended by adding Section 48.316 to read as follows:
Sec. 48.316. ADDITIONAL STATE AID FOR CERTAIN
PREKINDERGARTEN PROGRAMS. A school district is entitled to
additional state aid in an amount equal to the difference, if the
difference is greater than zero, between:
(1) the amount necessary to fully compensate the
district for operating costs for prekindergarten classes provided
through a contract with a community-based child-care provider under
Section 29.153(g), a private entity under Section 29.1532, or an
eligible private provider under Section 29.171, including costs
associated with staffing, instructional materials, facilities, and
curriculum requirements; and
(2) the amount to which the district is otherwise
entitled under this chapter for students in average daily
attendance in a prekindergarten class described by Subdivision (1).
SECTION 2. This Act takes effect September 1, 2025.
