 A BILL TO BE ENTITLED
 AN ACT
 relating to the prohibited prescription, delivery, administration,
 use, advertisement, and solicitation of a COVID-19 vaccine
 containing mRNA material.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 161, Health and Safety
 Code, is amended by adding Section 161.0086 to read as follows:
 Sec. 161.0086.  PROHIBITED PRESCRIPTION, DELIVERY,
 ADMINISTRATION, OR USE OF COVID-19 VACCINE CONTAINING MRNA
 MATERIAL.  (a)  In this section:
 (1)  "COVID-19" means the 2019 novel coronavirus
 disease.
 (2)  "mRNA material" means a substance that introduces
 messenger ribonucleic acid (mRNA) corresponding to a viral protein.
 (b)  A person may not prescribe, deliver, administer, or use
 a vaccine intended to prevent COVID-19 if the vaccine contains mRNA
 material.
 SECTION 2.  Subchapter B, Chapter 431, Health and Safety
 Code, is amended by adding Section 431.0215 to read as follows:
 Sec. 431.0215.  ADDITIONAL PROHIBITED ACTS. (a)  In this
 section:
 (1)  "COVID-19" means the 2019 novel coronavirus
 disease.
 (2)  "mRNA material" means a substance that introduces
 messenger ribonucleic acid (mRNA) corresponding to a viral protein.
 (b)  A person may not advertise or solicit patients for
 immunization with a COVID-19 vaccine containing mRNA material.
 SECTION 3.  This Act takes effect September 1, 2025.
