10 | 10 | | guide that facilitates collaboration in identifying and addressing |

11 | 11 | | local health care workforce needs. |

12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. (a) In this section: |
---|
14 | 14 | | (1) "Advisory board" means the advisory board |
---|
15 | 15 | | established under this section. |
---|
16 | 16 | | (2) "Commission" means the Texas Workforce |
---|
17 | 17 | | Commission. |
---|
18 | 18 | | (3) "Executive director" means the executive director |
---|
19 | 19 | | of the Texas Workforce Commission. |
---|
20 | 20 | | (b) The commission shall establish an advisory board to |
---|
21 | 21 | | develop a resource guide that facilitates collaborations among |
---|
22 | 22 | | health care providers and institutions of higher education in more |
---|
23 | 23 | | effectively identifying and addressing local health care workforce |
---|
24 | 24 | | needs, including training, workforce shortages, and challenging |
---|
25 | 25 | | workloads. |
---|
26 | 26 | | (c) The advisory board consists of the following members |
---|
27 | 27 | | appointed by the executive director: |
---|
28 | 28 | | (1) two members from two-year institutions of higher |
---|
29 | 29 | | education in urban areas; |
---|
30 | 30 | | (2) two members from two-year institutions of higher |
---|
31 | 31 | | education in rural areas; |
---|
32 | 32 | | (3) two members from public four-year institutions of |
---|
33 | 33 | | higher education in urban areas; |
---|
34 | 34 | | (4) two members from public four-year institutions of |
---|
35 | 35 | | higher education in rural areas; |
---|
36 | 36 | | (5) two members from private health provider education |
---|
37 | 37 | | programs; |
---|
38 | 38 | | (6) two members representing local workforce boards |
---|
39 | 39 | | with projects addressing health care workforce shortages in urban |
---|
40 | 40 | | areas; |
---|
41 | 41 | | (7) two members representing local workforce boards |
---|
42 | 42 | | with projects addressing health care workforce shortages in rural |
---|
43 | 43 | | areas; |
---|
44 | 44 | | (8) one member representing the Texas Hospital |
---|
45 | 45 | | Association; |
---|
46 | 46 | | (9) one member representing the Texas Organization of |
---|
47 | 47 | | Rural & Community Hospitals; |
---|
48 | 48 | | (10) one member representing a private hospital; |
---|
49 | 49 | | (11) two members representing long-term care |
---|
50 | 50 | | facilities, hospice providers, or home health care providers; and |
---|
51 | 51 | | (12) at least one member representing each of the |
---|
52 | 52 | | following agencies: |
---|
53 | 53 | | (A) the Texas Education Agency; |
---|
54 | 54 | | (B) the Texas Higher Education Coordinating |
---|
55 | 55 | | Board; |
---|
56 | 56 | | (C) the Texas Board of Nursing; |
---|
57 | 57 | | (D) the Texas Workforce Commission; and |
---|
58 | 58 | | (E) any other agency the executive director |
---|
59 | 59 | | determines is necessary. |
---|
60 | 60 | | (d) The advisory board shall elect from among the members a |
---|
61 | 61 | | presiding officer. |
---|
62 | 62 | | (e) The advisory board shall meet periodically and at the |
---|
63 | 63 | | call of the presiding officer. |
---|
64 | 64 | | (f) Not later than November 1, 2026, the commission shall |
---|
65 | 65 | | prepare and submit to the legislature the resource guide developed |
---|
66 | 66 | | under Subsection (b) of this section. |
---|
67 | 67 | | (g) The advisory board is abolished and this section expires |
---|
68 | 68 | | September 1, 2027. |
---|
69 | 69 | | SECTION 2. As soon as practicable after the effective date |
---|
70 | 70 | | of this Act, the executive director of the Texas Workforce |
---|
71 | 71 | | Commission shall appoint members to the advisory board established |
---|
72 | 72 | | by this Act. |
---|
73 | 73 | | SECTION 3. This Act takes effect September 1, 2025. |
