77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to an advisory board established to develop a resource
1010 guide that facilitates collaboration in identifying and addressing
1111 local health care workforce needs.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. (a) In this section:
1414 (1) "Advisory board" means the advisory board
1515 established under this section.
1616 (2) "Commission" means the Texas Workforce
1717 Commission.
1818 (3) "Executive director" means the executive director
1919 of the Texas Workforce Commission.
2020 (b) The commission shall establish an advisory board to
2121 develop a resource guide that facilitates collaborations among
2222 health care providers and institutions of higher education in more
2323 effectively identifying and addressing local health care workforce
2424 needs, including training, workforce shortages, and challenging
2525 workloads.
2626 (c) The advisory board consists of the following members
2727 appointed by the executive director:
2828 (1) two members from two-year institutions of higher
2929 education in urban areas;
3030 (2) two members from two-year institutions of higher
3131 education in rural areas;
3232 (3) two members from public four-year institutions of
3333 higher education in urban areas;
3434 (4) two members from public four-year institutions of
3535 higher education in rural areas;
3636 (5) two members from private health provider education
3737 programs;
3838 (6) two members representing local workforce boards
3939 with projects addressing health care workforce shortages in urban
4040 areas;
4141 (7) two members representing local workforce boards
4242 with projects addressing health care workforce shortages in rural
4343 areas;
4444 (8) one member representing the Texas Hospital
4545 Association;
4646 (9) one member representing the Texas Organization of
4747 Rural & Community Hospitals;
4848 (10) one member representing a private hospital;
4949 (11) two members representing long-term care
5050 facilities, hospice providers, or home health care providers; and
5151 (12) at least one member representing each of the
5252 following agencies:
5353 (A) the Texas Education Agency;
5454 (B) the Texas Higher Education Coordinating
5555 Board;
5656 (C) the Texas Board of Nursing;
5757 (D) the Texas Workforce Commission; and
5858 (E) any other agency the executive director
5959 determines is necessary.
6060 (d) The advisory board shall elect from among the members a
6161 presiding officer.
6262 (e) The advisory board shall meet periodically and at the
6363 call of the presiding officer.
6464 (f) Not later than November 1, 2026, the commission shall
6565 prepare and submit to the legislature the resource guide developed
6666 under Subsection (b) of this section.
6767 (g) The advisory board is abolished and this section expires
6868 September 1, 2027.
6969 SECTION 2. As soon as practicable after the effective date
7070 of this Act, the executive director of the Texas Workforce
7171 Commission shall appoint members to the advisory board established
7272 by this Act.
7373 SECTION 3. This Act takes effect September 1, 2025.
