88 AN ACT
99 relating to the establishment of the supporting life pilot program
1010 as part of the Thriving Texas Families Program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 54, Health and Safety Code, as added by
1313 Chapter 1033 (S.B. 24), Acts of the 88th Legislature, Regular
1414 Session, 2023, is amended by adding Section 54.012 to read as
1515 follows:
1616 Sec. 54.012. SUPPORTING LIFE PILOT PROGRAM. (a) In this
1717 section:
1818 (1) "Advisory board" means the supporting life pilot
1919 program advisory board established under this section.
2020 (2) "Pilot program" means the supporting life pilot
2121 program established under this section.
2222 (b) The commission shall establish the supporting life
2323 pilot program to further the goals of the Thriving Texas Families
2424 Program by contracting with service providers to provide care
2525 coordination and support services to pregnant teenagers and by
2626 establishing a centralized facility the commission owns and
2727 operates for provision of services under the pilot program. The
2828 commission shall operate the pilot program in a county with a
2929 population of 4 million or more.
3030 (c) The pilot program services must include:
3131 (1) housing services;
3232 (2) child care services for children 36 months of age
3333 and younger;
3434 (3) early childhood or prekindergarten educational
3535 services;
3636 (4) services provided by a community health worker, as
3737 defined by Section 48.001;
3838 (5) the provision of educational materials on
3939 pregnancy and parenting;
4040 (6) the provision of counseling and therapy services
4141 for pregnant individuals and parents;
4242 (7) the provision of parenting classes;
4343 (8) services designed to support access to educational
4444 opportunities for pregnant individuals and parents, including by
4545 coordinating with counseling and planning services for trade or
4646 vocational schools and institutions of higher education, as defined
4747 by Section 61.003, Education Code; and
4848 (9) the provision of group activities involving
4949 community, educational, recreational, or social functions to
5050 promote the health and well-being of families.
5151 (d) The commission shall operate the pilot program in
5252 consultation with the supporting life pilot program advisory board.
5353 The advisory board is composed of five members appointed by the
5454 executive commissioner.
5555 (e) The commission, in consultation with the advisory
5656 board, shall hire an executive director. The executive director
5757 shall manage the pilot program, including hiring personnel and
5858 managing a budget for the pilot program.
5959 (f) The executive commissioner by rule shall establish
6060 minimum qualifications for an individual serving as the executive
6161 director under Subsection (e).
6262 (g) To be eligible to participate in the pilot program, an
6363 individual must:
6464 (1) be 11 years of age or older but younger than 21
6565 years of age;
6666 (2) be expecting a child or be the parent of a child
6767 who is 36 months of age or younger; and
6868 (3) have resided in the county in which the pilot
6969 program operates for at least one year before applying to
7070 participate in the pilot program.
7171 (h) In evaluating applications for participation in the
7272 pilot program, the commission, in consultation with the advisory
7373 board, shall prioritize unhoused individuals who meet the
7474 eligibility requirements described by Subsection (g).
7575 (i) Not later than December 1 of each year, the commission,
7676 in consultation with the advisory board, shall prepare and submit
7777 to the legislature a written report on:
7878 (1) the outcomes of participants receiving services
7979 under the pilot program;
8080 (2) trends in the coordination of care and the use and
8181 availability of support services with the implementation of the
8282 pilot program; and
8383 (3) any recommendations for legislative or other
8484 action.
8585 (j) The pilot program terminates, the advisory board is
8686 abolished, and this section expires January 1, 2032.
8787 SECTION 2. Not later than January 1, 2026, the executive
8888 commissioner of the Health and Human Services Commission shall
8989 appoint the supporting life pilot program advisory board members as
9090 required by Section 54.012(d), Health and Safety Code, as added by
9191 this Act.
9292 SECTION 3. Not later than January 1, 2027, the executive
9393 commissioner of the Health and Human Services Commission shall
9494 establish the supporting life pilot program as required by Section
9595 54.012, Health and Safety Code, as added by this Act, including by
9696 adopting rules as necessary to implement that section.
9797 SECTION 4. Notwithstanding Section 54.012(i), Health and
9898 Safety Code, as added by this Act, the Health and Human Services
9999 Commission and the supporting life pilot program advisory board
100100 shall submit the first report required by that subsection not later
101101 than December 1, 2027.
102102 SECTION 5. This Act takes effect September 1, 2025.
